Job Summary The Director is responsible for overseeing the planning, design, management, and completion of projects including the New Windsor Essex Acute Care Hospital (NWEACH) and the Ouellette Site Redevelopment. This role reports to the Vice President of Redevelopment and is a key member of the Redevelopment team. The Director brings a broad understanding of design, planning and construction processes to Windsor Regional Hospital (WRH) and collaborates with stakeholders to integrate organizational, operational, and clinical perspectives into the planning and design of the NWEACH and other redevelopment projects across WRH sites. Responsibilities Manage the new hospital planning and design of all major projects across the NWEACH and Ouellette Site Redevelopment. Collaborate with the Redevelopment team, senior leadership, users, and consultants to issue submittals and seek approvals from regulatory bodies such as the Ministry of Health, Infrastructure Ontario, Ontario Health, the City of Windsor, and the County of Essex. Ensure all planning and design work incorporates the longterm vision and design principles for the hospital and the entire corporation, with appropriate consultation with municipal and community stakeholders. Participate in coordinated research and analyze best practices in hospital operations (clinical and nonclinical) to inform Project Specific Output Specifications (PSOS) for the new hospital. Respect WRH Boarddirected vision, guiding principles, community, clinical users, and organizational subjectmatter experts in all redevelopment deliberations. Provide direction and coordinate all major capital projects at WRH through Alternative Financing and Procurement approaches for the NWEACH and Ouellette Site Redevelopment projects. Oversee the planning and development of PSOS, bid periods, design development, construction, commissioning, and integration of all major hospital projects. Prepare, issue, and evaluate RFQ/RFP documents; conduct evaluations and provide recommendations to the Ministry of Health, Infrastructure Ontario, and WRH senior management. Introduce each planning cycle/phase to clinical leadership, schedule ongoing participation, assist in contextualization, and address concerns. Assist hospital users in understanding planning processes, submittals, contract documents, and the impact of planning decisions on construction and workflow. Directly manage the design team, execute the project through design, bidding, implementation, construction, commissioning, and closeout. Manage daytoday design, procurement, and construction activities. Develop room data sheets, collaborate with consultants to produce functional room layouts, and validate FF&E requirements. Work with municipal and county staff to meet planning requirements and siteplan obligations, including ancillary projects such as the Hospital Innovation Park or Medical Office Building. Lead studies and consultant teams for informed project planning decisions (e.g., retail, workplace, WELL Hospital studies). Monitor the impact of equipment procurement on design/construction; advise on incorporating hospital equipment needs into specifications and agreements. Provide leadership to deliver the project on time and on budget while meeting vision, design principles, and community expectations. Create a framework that supports successful implementation of strategic goals. Present issues to the Capital Planning Steering Committee and support the Capital Planning Advisory Committee, senior management, and administrative working committees. Ensure design promotes best practices, patient and familycentered care, and a positive work/life balance for staff. Manage external consultants (e.g., architects, functional programmers) to meet project timelines and demonstrate value for money per hospital policy. Coordinate with scheduling consultants to update compliance with project schedules, manage risks, and mitigate issues. Consult with equipment, furniture, and ICAT consultants to integrate operational, clinical, and support processes. Resolve projectrelated issues timely within approved budget and schedule. Interpret the NWEACH Functional Program for the redevelopment team and external stakeholders. Ensure planning and design meet or exceed operational, accreditation, and legislative standards. Develop frameworks for bid open periods, proponent presentations, bid evaluation, and worksphase design development. Perform other duties as required. Strong customerrelationship, teamwork, and collaboration skills. Qualifications Degree in Architecture, Engineering or a technical designation with at least 5 years of experience; 10 years preferred. At least 5 years of progressive experience in design, scheduling, costing, tendering, and administration of large development and construction projects. Experience in the design and planning of hospitals and/or healthcare centres. Experience dealing with the Ministry of Health, municipalities and other regulatory bodies. Previous involvement in planning largescale new or renovated healthcare facilities. Experience managing operational functions in large complex organizations, including program planning, design, implementation, and evaluation. Experience supervising and managing a professional integrated team. Experience with corporate service functions such as budgeting, reporting, database and system management. Broad knowledge of largescale change management and resistance to change. Essential experience in healthcare capital project planning, including alternate delivery methods, master plans, functional programs, transition plans, and postconstruction operating plans. Experience supporting Capital Planning and Steering Committees and other planning committees. Proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint, Visio, Project). Ability to supervise and manage largescale capital projects. French language proficiency is an asset. Other Occasional travel to support research and education.
