Reporting to the Senior Director of Finance, the Finance and Transformation Partner (Finance Partner) is a new position at PEO that is responsible for the Financial Planning and Analysis Finance Function, together with the planning and implementation of several major digital transformation initiatives within Finance. In the Financial Planning and Analysis portfolio, the Finance Partner will work with internal and external stakeholders to develop and monitor the annual and multi-year operating and capital budgets of PEO, in addition to providing strategic decision support to PEO leadership in support of navigating ongoing operational, regulatory, and legislative changes. In the Transformation portfolio, the Finance Partner will support the modernization of the Finance function by leading a series of projects to update systems and processes aimed at increasing the overall capacity and capabilities of all areas of the Finance portfolio, in addition to developing better real-time decision-support to PEO leaders. This will include the implementation of improved data-analytic tools as well as the upgrade of PEOs ERP and peripheral systems in support of greater functionality and integration. Responsibilities Financial Planning and Analysis: Lead the development of PEOs annual budgeting process, including designing and maintaining a clear roadmap that outlines timelines, assumptions, roles, and decision points. Own PEOs forecasting process, including the development, maintenance, and continuous refinement of rolling forecasts to support timely and informed decision-making throughout the year. Proactively engage directors and managers on a monthly or bi-monthly basis to review budget to actual performance, validate assumptions, identify emerging risks and opportunities and ensure forecasts reflect current and expected operational realities. Proactively manage Finances own operating budget by supporting and providing guidance to the Senior Director, Finance and the Controller/Senior Manager with timely updates on budget to actual performance, while also supporting real-time decision making. Provide guidance and oversight to ensure financial activity is accurately reflected in the appropriate general ledger accounts and aligned with approved budgets and operational plans. Collaborate closely with the Senior Director, Finance, and the Controller/Senior Manager, Finance in preparing reporting packages and presenting monthly and quarterly financial results to PEO leadership and PEOs Audit and Finance Committee (AFC). Partner closely with Human Resource Business Partners to lead compensation and benefits planning, including the design and implementation of an enhanced forecasting approach to track in-year variations in staffing, compensation, and benefit costs. Develop tools, analyses, and scenarios that support leadership decision-making related to workforce planning, resource allocation, and alignment of staffing levels with available funding. Act as a trusted financial advisor and coach to directors and managers by building financial literacy across the organization, including improving understanding of budgets, forecasts, variances, and key financial drivers. Translate complex financial information into clear, actionable insights to support accountability informed decision-making and effective stewardship of organizational resources. Develop processes around procurement and the tracking of multi-year equipment and support contracts to appropriately budget and forecast for these items in reflecting differences in accrual versus cash basis accounting. Finance Transformation: Support the development and execution of the Finance transformation roadmap together with the Senior Director, Finance and the Controller/Senior Manager Finance, which will include the modernization of financial processes, systems, and controls to improve efficiency, accuracy, and decision-support capabilities. Champion the use of data, automation, and digital tools to reduce manual effort within Finance and enable staff to focus on higher-value analysis, advisory, and strategic support activities. Lead the implementation and ongoing development of advanced financial analytics by supporting the development of a data warehouse and then designing standardized, self-service dashboards for the Finance team and for budget managers. Develop and maintain financial dashboards and key performance indicators (KPIs) that provide timely, relevant insights into revenues and spending, and use this information to forecast performance and develop cost models to help monitor PEOs overall financial health. Lead the review, modernization and ongoing maintenance of Finances policies, procedures, and guidelines to ensure they remain current, effective, and aligned with organizational objectives, regulatory requirements, and leading practices. Strengthen and formalize internal control frameworks across financial processes, including identifying control gaps, designing mitigating controls, and embedding controls into day-to-day workflows and systems. Promote consistent application of finance policies across the organization through training, guidance, and ongoing advisory support to directors, managers, and Finance staff. Serve as a key business lead for PEOs ERP upgrade, and support the development of business and functional requirements, participate in procurement and vendor evaluation, and align system design with future-state finance processes. Lead and coordinate ERP implementation activities from a Finance perspective, including system configuration, testing, data migration, user acceptance testing, go-live readiness, and post implementation stabilization. Drive change management and adoption related to new systems and tools, including stakeholder engagement, communication, training, and support to ensure successful update across Finance and the broader organization. Other duties as assigned; Knowledge of Generally accepted accounting principles (GAAP) and Accounting Standards for Not-for-profit Organizations (ASNPO), financial and accounting best practices and standards to provide leadership for the design, development, and implementation of corporate financial policies, processes and systems for PEO. Budgeting and forecasting best practices with respect to complex accounting transactions, including operating leases, compensation and benefits, pension and post-employment benefit plans, rental operations, construction-related capital projects, multi-year support contracts. Strong understanding of operations and business management principles and the strategic relationship between the financial management function and achieving business results. Project management techniques and methods to provide direction on and manage a number of concurrent projects. Practical knowledge of organization/program delivery/service management and design to operate a high functioning, cost-effective corporate structure geared to regulatory operations. Skills and Qualifications Bachelors degree in finance, accounting, or business administration. Chartered Professional Accountant (CPA) designation. 3-5 years experience in Financial Planning and Analysis roles, with responsibilities including independently leading annual/multi-year operational and capital planning. 2-3 years experience in a leadership capacity, managing the performance and engagement of high-performing teams. Prior demonstrated experience with the development of financial dashboards utilizing real-time ERP information. Prior demonstrated experience leading an organization through changes in finance related systems. Proficient with Microsoft Office products, including advanced skills in Microsoft Excel. Experience working in a nonprofit or regulatory environment is an asset. Experience working in external audit/assurance is an asset. Proficiency with Microsoft Dynamics, Vena, and Concur are considered an asset. Proficiency with Microsoft Co-pilot, Co-pilot Studio, PowerBI, and/or PowerAutomate are considered an asset. Excellent interpersonal and relationship building skills in order to interact well with all stakeholders and maintain effective linkages with all levels of staff and the Governance structure. Ability to negotiate with internal and external stakeholders with a track record in developing partnerships and communication of complex issues. Strong attention to detail to identify potential errors and inconsistencies that would impact the credibility of the PEOs financial reporting. Excellent verbal communication skills to provide financial advice, expertise and direction Superior written communication skills in order to create correspondence for stakeholders, management, Finance and Audit Committee and Council. Ability to prioritize and manage workload to coordinate multiple concurrent issues and projects. Strong organizational skills to respond promptly and react to issues appropriately within given time constraints.
