Job Description

Nucleus Independent Living is a charitable, not-for-profit organization with more than 40 years of experience supporting people to live independently in their communities. We serve older adults with complex needs and adults living with permanent physical disabilities across the MississaugaHalton region, as well as in two supportive housing locations in West Toronto.Our team of skilled and compassionate Personal Support Workers (PSWs) delivers a range of personalized services that promote independence, dignity, and quality of life. These include supports for daily living, 24-hour hospital transition services, and attendant care provided in clients homes, workplaces, schools, and supportive housing settings.Nucleus also plays a leadership role in regional system coordination. Through our Central Registry program, we support streamlined access, intake, and eligibility across a network of community-based health and social service providers. This work helps connect individuals and families to a range of supports, including caregiver respite, food security initiatives, and transitional care programs. Our Regional Learning Centre builds capacity across the sector by providing training, education, and knowledge-sharing to support high-quality, coordinated care for individuals with complex needsAt Nucleus we strive for excellence. All of our PSWs are required to be members in good standing with the Ontario PSW Association (OPSWA).POSITION SUMMARYThe Manager, People & Culture is a hands-on HR professional who supports the day-to-day delivery of People & Culture services in a unionized community care environment. Reporting to the Director, People & Culture, this role provides practical support to leaders and employees across a range of HR activities, including employee and labour relations, policy interpretation, performance management, and the implementation of People & Culture programs and initiatives. This role also supports the Director, People & Culture with project design and the development of practical people initiatives that enhance organizational effectiveness and the employee experience. TheManager, People & Culture helps ensure support is consistent, responsive, and people centered across the organization and is well suited to someone who is resourceful, collaborative, creative, curious, and confident managing operational HR matters while exercising sound judgment in escalating more complex or high risk issues.Key ResponsibilitiesEmployee and Leader SupportProvide day to day advice and guidance to leaders on employee relations, attendance, performance management, workplace conflict, and policy interpretationSupport leaders in addressing routine to moderately complex people issues in a timely, consistent, and practical wayCoach managers on the application of People & Culture policies, practices, and proceduresSupport employee inquiries and concerns with professionalism, discretion, and sound judgmentLabour Relations SupportProvide informed and practical guidance in a unionized environment on the interpretation and application of collective agreements, labour relations practices, and related People & Culture policiesSupport the management of grievances, disciplinary matters, workplace investigations, and other labour relations issues, ensuring matters are handled consistently, thoroughly, and with appropriate regard for riskPrepare documentation, case summaries, meeting materials, and correspondence to support effective issue management and resolutionFoster constructive relationships with union representatives and contribute to a respectful and collaborative labour relations environmentMonitor patterns and emerging issues in labour and employee relations matters and recommend improvements to support consistency, fairness, and operational effectivenessEscalate complex, high risk, or precedent setting matters to the Director, People & Culture, as appropriatePeople & Culture Programs and OperationsSupport the design and implementation of People & Culture programs, initiatives, and annual processesAssist with policy development, policy updates, communication, and implementationHelp coordinate activities related to performance management, engagement, learning, and other People & Culture prioritiesMaintain accurate documentation, records, templates, and process tools to support operational effectivenessContribute to a consistent and positive employee experience across People & Culture touchpointsOrganizational Development and Change SupportSupport practical organizational development initiatives related to team effectiveness, employee engagement, and leadership practicesAssist with the rollout of change initiatives, new processes, and People & Culture toolsIdentify opportunities to improve processes, strengthen service delivery, and support organizational effectivenessContribute ideas and recommendations to improve People & Culture practices and programsProject Support, Design, and Idea GenerationSupport the Director, People & Culture in the design, development, and implementation of People & Culture projects and initiativesContribute ideas, research, and practical recommendations to support new programs, process improvements, and employee focused solutionsAssist in shaping project plans, communication approaches, tools, and resources to support effective implementationBring creativity and initiative to brainstorming, problem solving, and the development of practical approaches to organizational needsCollaborate on special projects that advance People & Culture priorities and improve the employee and leader experienceContinuous ImprovementBring curiosity to understanding workplace issues and identifying root causesApply creativity in finding practical, people centered solutions to day to day challengesStay current on employment legislation, labour relations practices, and relevant HR trendsDemonstrate a commitment to continuous learning and ongoing professional developmentQualificationsUniversity degree in Human Resources, Industrial Relations, Business, or a related fieldCHRP designation required; CHRL considered an assetMinimum 5 years of progressive HR experienceExperience working in a unionized environment is requiredExperience in community care, health care, social services, or another service based environment is preferredWorking knowledge of employment legislation, human rights, labour relations principles, and HR best practicesExperience supporting employee relations matters, performance management, and policy interpretationStrong communication, interpersonal, and organizational skillsAbility to manage multiple priorities and work effectively in a fast paced environmentEquity, Diversity and Inclusion Commitment StatementAt Nucleus, we view our diversity as our strength.
