About Our Opportunity As the Corporate Finance Advisor, you will provide sound, timely financial advice to the Department of Finance and Treasury Board across a number of corporate responsibilities and support functions within the Treasury Board Office. The Financial Advisor will provide a critical support role in primary functions within the Treasury Board Office including financial analysis, costing, budgetary preparation, forecast monitoring, public accounts preparation, and mitigation analysis for senior management that is key for Executive Council /Treasury and Policy Board decision making. Primary Accountabilities Responsibilities include: Work with Executive Director and team in development of governments four-year fiscal plan including departmental expenses, recoveries and consolidation components of the provinces fiscal plan Prepare financial reporting and analysis to support the Treasury Board Office in monitoring corporate departmental expenses for assessing forecasted annual expenditures compared to the fiscal budget and providing analysis for identifying cost mitigations as needed and frequently under very strict, time sensitive deadlines Analyze and recommend on technical soundness of proposals to Executive Council and Treasury and Policy Board, in the form of Memos to Executive Council, Report and Recommendations and/or other various presentations Financial advice and recommendations are provided for items including but not limited to corporate policies, organizational structures, federal contracts, restructuring, business plans, business process re-engineering, selected loans, land transactions, and the introduction or amendment of legislation and regulations Prepare and/or provide presentations to various audiences including media, Executive Council and Treasury and Policy Board, colleagues, Senior Executives in other departments, Public Service Commission arranged sessions and other events as needed. This is often communicating the corporate view of governments expenditures Maintain collaborative working relationships with Executive Council Office, Finance Executives, and Deputy Ministers Qualifications And Experience A Bachelor''s Degree in Finance, Accounting, or Commerce plus several years of progressive experience in financial management. An acceptable combination of education and experience will be considered. A professional accounting designation (CPA, CA/CMA/CGA) is preferred, but not required. Additionally, candidates should possess knowledge and experience providing strategic financial advice, guidance, direction to varied client groups. As the ideal candidate, you have solid experience in budget development and business planning, forecasting; the ability to provide sound strategic financial and budgetary advice to senior members of the department; experience in providing sound financial advice to various stakeholder groups; effective leadership skills and experience creating, developing, and working in a team environment and be well-organized to meet a demanding workload. You have experience dealing with complex, contentious and sensitive issues in a public forum; excellent interpersonal and communication skills; strong analytical skills, tact and diplomacy; capacity for decisive action and the ability to influence others; the ability to manage multiple demands and interruptions in a challenging, deadline driven environment; as well as working both independently and collaboratively with all levels of management, staff, and other stakeholder groups.
