Position Summary This position performs complex technical work including roadway management database management, infrastructure design construction and preservation systems operation and traffic engineering. The position provides advanced advice regarding industry best practices related to traffic safety, roadway management, transportation planning design construction, planning operations, asset preservation, maintenance testing and performance. This position typically reports to an Engineer Coordinator or Technologist II. Key Duties - Initiate, develop, maintain and coordinate databases for infrastructure planning, asset management, operations, preservation, traffic safety, material testing, and field inspection. - Provide technical analysis and operational support across operations, preservation, traffic safety, material testing and field inspection. - Review and comment on documentation, drawings, specifications, plans and applications from engineering consultants and developers to ensure City standards are met. - Monitor, manage and analyze data for operational programs. - Supervise and direct staff, consultants and contractors. - Operate specialized analysis software eg AutoCAD, Crystal Reports, RapidPlan, Asset Management SPL, MMS, interpret results, produce reports and make recommendations. - Develop and review standards, specifications, processes and manuals for roadway traffic operations, transportation network development, design, construction and maintenance. - Research, coordinate and prepare technical reports, evaluate new technologies and industry best practices. - Provide advanced technical advice on planning, design, construction, operations, preservation, maintenance, testing and performance including GPS/GIS integration and system improvements. - Manage projects, work programs, budgets and contract administration. - Represent the department in meetings with internal/external stakeholders including the public and advisory committees. - Respond to inquiries from the public, City Council and other departments. - Contribute to team projects and collaborate effectively. - Ensure compliance with Occupational Health and Safety legislation, City policies and operating procedures. - Perform related duties as required. Key Qualifications - The knowledge, abilities and skills are obtained through completion of a twoyear diploma in Civil, Environmental and/or Water Resources Engineering Technology or equivalent. - Knowledge of and demonstrated ability to apply engineering practices, principles, theories, computations, analyses and statistics. - Knowledge of basic transportation infrastructure planning, roadway management, design, materials, operation, construction, maintenance and preservation. - Knowledge of basic drafting and surveying technology practices and techniques, and knowledge and ability with sampling and laboratory/field/facility test procedures. - Beginner level skills with GIS and CAD to display data including symbology, create, edit and query data, modify drawings, relate data and prepare designs using software such as Arc View, AutoCAD Civil 3D and RapidPlan. - Ability to interpret, understand and manage work in accordance with the general rules and regulations of the Provincial Occupational Health and Safety Act, other legislation and expectations of City of Reginas policies, standards, practices and guidelines. - Ability to plan, coordinate, direct and supervise the work of others. - Ability to acquire and apply knowledge of City policies and procedures and legislative and regulatory requirements. - Ability to operate and maintain facility and network systems and mobile equipment. - Demonstrated ability to develop and work with complex databases. - Intermediate skills to create tables, charts and forms, create formulas, create queries and reports, modify and customize charts and tables, use pivot tables and crosstab queries and import/export data from various sources and formats using office productivity software such as MS Office Word, Excel, PowerPoint and Access. - Skill to develop innovative engineering/technical solutions. - Skill to manage budget and evaluate progress and quality of projects, programs, contracts and operations. - Skill to work independently and prioritize tasks and projects. Skill to express ideas effectively in oral and written form. - Skill to establish and maintain effective working relations and a respectful work environment with superiors, subordinates, coworkers and the public. - Skill to work as part of a team and actively collaborate both interdepartmentally and with external stakeholders to accomplish tasks and goals. Working/Other Conditions - Must possess a valid Class5 Drivers License and have a vehicle available for work usage (a travel allowance is provided). - Must be registered or able to obtain registration and maintain registration under Technology Professionals Saskatchewan (TPS) and any other applicable governing professional bodies. - Candidates must participate in training and be willing and able to complete recognized certification programs and courses to perform the work and maintain status. - Will be required to work from variable bases of operation (e.g., 4th Avenue Yard and/or other designated bases). - Must be able and willing to perform work of a physical nature in all types of plant, field environments and inclement conditions. - Willing to be on call, perform overtime, work shift and/or irregular hours. Additional Requirements - Successful candidates may be required to provide a satisfactory criminal record check per the City of Regina's Criminal Record Check Policy. - Proof of education is required. - Additional assessments may be conducted to evaluate competencies, skills and knowledge.
