Job Description

The Program Specialist supports the development, administration, and continuous improvement of ARMAs Stewardship Programs Renewable Stream. The role blends research, program support, data analysis, operational coordination, and stakeholder engagement to advance ARMAs vision of Inspiring a Future Without Waste. This position collaborates across departments and with external stakeholders to ensure programs are effective, compliant, and evidence-based. Duties:Program Development Conduct research on the recycling of solar panels, wind turbines, EV batteries, and renewable circular-economy trends to inform program design and improvement. Support the development of program policies, guidelines, and operational procedures; troubleshoot and refine logistical processes. Prepare materials (briefing notes, summaries, presentations) to support decision-making by leadership, Board, and Advisory Councils. Stakeholder & Advisory Council Administration Coordinate program-specific stakeholder meetings when ARMA is the host, including planning, agendas, documentation, and logistics. Liaise with municipalities, industry partners, and service providers to resolve issues related to program functionality, logistics, and interoperability. Support Advisory Council administration (agendas, tracking business arising, minutes, and program reports). Operations & Administration Support day-to-day program operations and special projects under the direction of the Director, Stewardship Programs. Verify eligibility, accuracy and completeness of financial invoices and incentive claims prior to approval routing; and ensure claims meet ARMAs guidelines, policies, and terms and conditions. Ensure program documentation and processes align with applicable regulations and organizational controls Maintain accurate, compliant records in ARMAs central and electronic systems in accordance with the records management policy. Create internal documents, training materials, and presentations; coordinate correspondence for assigned programs. Maintain an understanding of, and adhere to, ARMAs policies, procedures, and standards; model organizational values to support a positive and safe culture. Projects, RFPs & Pilots Participate in strategic projects and pilot studies related to ARMA Stewardship. Programs and circular systems; support planning, status updates, and reporting. Coordinate program-specific RFPs from development through posting and selection, in collaboration with internal partners. Monitor project progress, risks and deliverables; provide clear status updates and recommendations to leadership.Key Performance Indicators Work with the Shared Services Team to prepare reports and dashboards; develop queries to support informed, strategic decisions by leadership. Analyze program data to assess outcomes, identify trends, and develop recommendations for improvement. Define and monitor KPIs for program performance and stakeholder service levels. Education & ExperiencePost-secondary degree or diploma in Waste Management, Renewable Energy, Environmental Science, Sustainability, Public Policy, Business, Engineering Technology, or a related discipline. A minimum of five years supporting renewable energy, sustainability, stewardship, circular economy, or related environmental programs. Experience with research, data analysis, and translating technical information into clear recommendations. Experience coordinating multi-stakeholder projects, technical initiatives, or program administration within a regulatory/program-based environment. Advanced proficiency with Microsoft 365 (especially Excel); familiarity with Power BI, or similar analytics tools. Strong problem-solving abilities; uses systematic, evidence-based approaches. Proven analytical abilities, including translating data into actionable insights Excellent written and verbal communication; able to communicate complex issues to senior leadership and external stakeholders. High attention to detail, organized, and the ability to manage competing priorities. Collaborative mindset with the ability to build relationships and influence outcomes. Experience using Salesforce. Experience in project management, already PMP certified or has started Project Management Institute training. Ability to travel occasionally for stakeholder engagement, site visits, or events.
