Our Proposal Management team is growing! We are seeking an experienced Proposal Manager to lead and evolve our proposal development function across public and private sector opportunities. Reporting to the Vice President & Head of Concept Public Sector, this role is responsible for overseeing the full lifecycle of proposal developmentincluding Federal, provincial, Crown Corporation, and corporate RFPsacross Western Canada and Ontario. As a people leader and senior proposal expert, the Proposal Manager will manage a team of Proposal Writers and a Proposal Coordinator, while also serving as a senior contributor on complex, strategic bids. This role is ideal for a proposal professional who thrives in fast-paced, deadline-driven environments and brings a strong understanding of government procurement processes, proposal strategy, and team leadership. What Youll Do Proposal Management Monitor public and private procurement platforms (e.g., CanadaBuys, MERX, SEAO) to ensure a strong and consistent pipeline of RFP activity. Oversee the intake and triage of RFPs, working with the team to determine response strategies, resourcing requirements, and go/nogo recommendations. Provide oversight to the Proposal Coordinator in developing proposal schedules, assigning tasks, and ensuring key milestones are met. Support and facilitate collaboration with recruitment, sales, and delivery teams to gather required proposal inputs (e.g., evaluation grids, resumes, corporate documentation). Act as the senior writer and contributor on highpriority and complex bids, particularly Federal Government and key corporate RFPs. Serve as the escalation point for issues related to proposal quality, timelines, or team capacity. Review all proposal submissions to ensure compliance, completeness, clarity, and consistency, providing final signoff prior to submission. Performance Improvement & Business Development Report regularly to the Vice President and senior leaders on proposal pipeline activity, win/loss results, team performance, and proposal quality metrics. Ensure proposal outcomes are tracked, analyzed, and used to inform future strategies. Lead proposal debriefs to capture lessons learned and identify opportunities for improvement. Oversee the maintenance and ongoing monitoring of the proposal content library and standardized templates. Develop training tools and documentation to support proposal team members and internal stakeholders. Champion continuous improvement initiatives related to proposal structure, processes, and content strategy. Leadership & Team Development Lead and manage the daytoday activities of Proposal Writers and the Proposal Coordinator, Public Sector. Assign, prioritize, and oversee proposal workloads based on complexity, timelines, and resource availability. Ensure clear communication of expectations, deadlines, and priorities across all departments involved in proposal responses. Develop and implement team KPIs and performance monitoring tools to support accountability and continuous improvement. What You Bring: Strategic mindset with the ability to translate complex RFP requirements into clear, winning proposal strategies. Deep expertise in publicsector procurement and proposal development, particularly Federal Government RFPs. Strong leadership presence with demonstrated ability to lead, mentor, and develop proposal professionals. Excellent written and verbal communication skills, with the ability to influence and collaborate with senior leaders and crossfunctional stakeholders. High attention to detail and sound judgment in ensuring proposal quality, compliance, and risk management. Proven ability to manage competing priorities in fastpaced, deadlinedriven environments. Strong project management and organizational skills to drive proposals from intake through submission. Collaborative, solutionsoriented approach with strong problemsolving capabilities. Continuous improvement mindset, with an interest in improving proposal processes, tools, and ways of working. Minimum Requirements 5+ years of experience in proposal writing, proposal development, or bid management. Minimum 2 years of leadership experience, including people leadership or functional leadership of proposal activities (e.g., proposal oversight, task allocation, mentoring, quality review). Demonstrated experience supporting and/or leading Federal Government RFP responses, including standing offers and supply arrangements (e.g., TBIPS, SBIPS, TSPS, ProServices or equivalent). Strong working knowledge of RFP compliance, including interpretation of mandatory and pointrated evaluation criteria. Proven ability to manage multiple concurrent proposals in a highvolume, deadlinedriven environment. Postsecondary education in Business Administration, Communications, Technical Writing, or a related field, or an equivalent combination of education and experience. Demonstrated ability to write, review, edit, and finalize proposal content to ensure accuracy, clarity, and compliance. Experience coordinating proposal inputs from crossfunctional stakeholders (e.g., sales, recruiting, delivery teams, subject matter experts). Strong organizational, timemanagement, and prioritization skills with high attention to detail. Proficiency with Microsoft 365 tools (Word, Excel, PowerPoint, Teams, SharePoint). Nice to Haves Background in staffing, IT consulting, or professional services environments. Experience developing or maintaining proposal templates, content libraries, or standardized processes. PMP designation or formal project management training. Familiarity with proposal planning or design tools (e.g., MS Project, Visio, SmartDraw).
