The Strategic Procurement Office is seeking a Change Management Specialist to support a complex multi-stream transformation initiative under the PST Program. This resource will provide business-side change management support to help prepare stakeholders for upcoming changes, support pilot and broader rollout activities, and contribute to successful adoption of new processes, tools, and ways of working. The Specialist will work closely with program leadership, business leads, subject matter experts, and technical teams to develop and execute change management products and activities that support readiness, communication, training, and adoption across impacted stakeholder groups. Purpose of the Role The Change Management Specialist will help design and deliver structured change interventions to support program implementation. This includes assessing stakeholder impacts, developing communication and engagement materials, creating training content and end-user support tools, coordinating readiness activities, and tracking change-related risks, issues, and adoption needs. The resource will be expected to work collaboratively with internal program resources and adapt to evolving program priorities and timelines. The work will involve supporting both initiative-specific change needs and broader program-level communication and adoption requirements. Successful resource will help ensure the initiative is supported by clear communication, effective training materials, strong stakeholder preparedness, and structured change activities that improve readiness and adoption across impacted groups. Key Responsibilities The resource will be expected to: Support the development and execution of the business-side change management approach for the PST initiative. Develop change management deliverables, including stakeholder assessments, impact assessments, readiness plans, communication plans, and adoption support materials. Develop training materials and supporting learning products, including presentations, facilitator guides, quick reference guides, job aids, process guides, FAQs, and other end-user documentation. Coordinate and support training planning activities, including identifying audience groups, training needs, delivery approaches, and training schedules. Draft clear, professional communications for various stakeholder groups, including leadership, program teams, pilot ministries, and broader GoA audiences. Support stakeholder engagement activities, workshops, working sessions, and alignment meetings. Work with program and technical teams to translate project changes into business-friendly messaging, learning content, and user support materials. Track change management activities, issues, risks, dependencies, and decisions, and provide regular status updates. Support change readiness and rollout planning for pilot and broader implementation waves. Assist in the development of tools and approaches to measure change adoption, stakeholder readiness, and training effectiveness.
