ABOUT THE ROLE Reporting to the Vice President Operations, the Director Parking Development is integral to Toronto Parking Authority success. The Director, Parking Development will lead the development and implementation of business and technology plans for the TPAs Parking Portfolio and build long-term relationships with key partners and stakeholders to deliver a seamless customer experience. This position works closely with the Director, Parking Operations, to deploy and integrate effective solutions for parking and EV charging equipment, technology and services. The Director, Parking Development, is a visible leader who role models the organizations core values and behaviours with a view to building a highperforming TPA team. RESPONSIBILITIES Partner Relationships Lead engagement of internal and external stakeholders to proactively develop and coordinate responses to major initiatives, programs and irregular operations in the parking portfolio. Negotiate and manage parking equipment and technology contracts and required agreements with third parties to ensure internal business requirements are met. Oversee contractual agreements for parking portfolio vendors, including conducting monthly audits to ensure performance is being met. Drive integration of TPA ecommerce/mobile sales tools, EV charging and facility parking access revenue control systems to drive seamless and frictionless customer experiences. Lead business reviews with key vendors, stakeholders and suppliers to deepen relationships, review performance, drive continuous improvement and develop forwardlooking approaches and plans. Drive operational improvement with TPAs partners to ensure that together we are delivering the best experience for TPA customers. Work crossfunctionally with TPAs senior leadership and executive teams to ensure effective collaboration in the execution of operating plans. Operational and Product Development Collaborate with executives, peers, and managers to develop integrated operational and strategic plans. Collaborate with Business Development to produce business plans and products that are profitable; evaluate these plans on a periodic basis. Leads trials concerning new business initiatives, pilot programs, and rollouts; based on results, makes, recommends, and implements adjustments and modifications. Monitors business climate, trends in technology and development, and government activity in areas of the companys current and anticipated product lines. Identifies and reviews pricing and market trends; analyzes and applies this information in development of strategies for individual market segments. Executes change management initiatives that ensure high level of team communications and engagement throughout the process. In consultation with the VP, Operations, designs and controls long term plans addressing both the acquisition, utilization, repair and disposal of operations vehicles and equipment, and the maintenance of TPA facilities. Provides input to the design and construction of new parking facilities and the procurement of new parking control technology. Leadership Execution. Foster creativity and innovation; provide fresh perspective and foster breakthrough ideas. Budgetary Responsibilities Manage the P&L, ensuring the department meets revenue and expense targets. Prepare annual operating budget for the department. Prepare and prioritize the annual capital requests for the department that will drive incremental revenue. Collaborate with Operations Directors to prepare and prioritize the annual capital requests that maintain the infrastructure a state of good repair. Ensure compliance with annual operating budget; audits staff, contract, equipment and materials expenditures. Responsible for the effective planning, management, optimal utilization, application and control of allotted TPA resources (financial, staff, facilities, materials, vehicles and equipment). Complete other duties as assigned. QUALIFICATIONS A university degree or 3year college diploma in business management, operations management, or a related subject area or equivalent combination of education and experience. Ten (10) years experience of success in industries that may include logistics, transportation and mobility (i.e. parking, automotive, rail, or aviations), facilities management, or consumer goods. Experience managing in a unionized environment, with at least 5 years in a leadership role. Reputation for achieving results, building teams, and transformational change. Ability to design and implement plans and work schedules to achieve organizational goals. Sound knowledge of budget preparation, procurement processes, contract management and labour relations. Strong working knowledge of employment laws, including Occupation Health and Safety Act and Regulations for Industrial Establishments, GHS regulations, Employment Standards Act and Human Rights Code. A commitment to professional development and continuous learning. Experience coaching, developing and motivating staff, performance management and interviewing. Valid Ontario Class ''G'' drivers license in good standing. Demonstrated proficiency with MS Office. Drive for results: Focused on the end results and has a sense of urgency in getting this done.
