Job Category: Front-Line Outreach & Mental Health Workers Requisition Number: OUTRE004246 Posted: April 13, 2026 Full-Time Locations Showing 1 location Maple Ridge, BC V2X6P6, CAN Description Status: Temporary, Full-time Salary Range: $70,000 - $85,000 Schedule: Monday to Friday - 8:30am to 4:30pm Start Date: As soon as possible End Date: March 31st, 2028 The Position: The Program Manager will be responsible for the safe and efficient operation and management of community outreach services in accordance with applicable legislation, funder requirements, and the policies and procedures of Coast Mental Health. This position operates in close partnership with BC Mental Health and Substance Use Services (BCMHSUS), Aboriginal Housing Management Association (AHMA), BC Corrections, and BC Housing. Breaking the Cycle: Housing First After Custody is a twoyear program with an end date of March 31, 2028. Continuation of services beyond this date is contingent upon renewal of funding through the Reaching Home Foundation. The Program Manager leads a team of unionized staff working across multiple sites and supports the delivery of culturally safe, strengthbased, and traumainformed Housing First services for individuals being released from correctional facilities. The goal of the program is to support individuals who are exiting custody many of whom are discharged without stable housing to achieve successful transitions into housing and community integration. A significant proportion of program participants are Indigenous people who experience compounding risks related to longstanding systemic barriers, including direct experience with homelessness or precarious housing. The Program Manager will work in close partnership with Community Transition Teams and AHMA to ensure that wraparound, culturally informed supports are provided. These supports focus on connecting individuals to income assistance, health care, housing, and community services. The program serves individuals being released from Alouette Correctional Centre for Women, Fraser Correctional Centre, and Surrey Pretrial Services Centre. Cultural Safety Training for nonIndigenous employees is provided as part of the program mandate and is a core component of the partnership with AHMA. This position leads a team of three unionized staff across sites in the Ridge Meadows, TriCities, and Surrey areas. The Program Manager establishes a positive, healthy, and safe work environment and manages all aspects of the employee life cycle. Program leadership includes risk and safety management, financial management of program budgets, collaboration with PHSA (BCMHSUS) and Coast Safety teams, and the development of program plans aligned with Coasts overall strategies and operational plans. The Program Manager is responsible for managing rent supplements, ensuring expenditures remain within budget, and ensuring all required supporting documentation is entered accurately and on time. The Program Manager is also responsible for submitting all required monthly outcome reporting and claims to the funder, Reaching Home. The Program Manager operates in a collaborative manner with community partners, funders, and stakeholders, and with any agency or individual committed to positive outcomes for clients. As a member of the Coast leadership team, the Program Manager collaborates and openly communicates with other leaders across the organization. Key Areas of Responsibility Program Development Initiates and actively participates in the development of viable and effective outreach and Housing First services that address the current and emerging needs of individuals exiting custody. Works in partnership with Indigenousled and community organizations to support culturally safe service delivery. Participates in the development and implementation of Coasts policies, procedures, and program standards. Collaborates with funders and partners to support program renewal, reporting requirements, and service alignment. Supports development of programming that addresses housing stability, income security, health care access, and community reintegration. Program Management Assures the delivery of highquality services, including oversight of daytoday outreach and housing support operations. Develops, implements, monitors, and evaluates program plans to ensure alignment with Coast standards and funder requirements. Directly intervenes, where necessary, in program, personnel, or clientrelated matters. Develops and articulates program standards, outcomes, and performance expectations for staff and partners. Develops and monitors quality assurance and performance improvement measures. Ensures all required documentation, outcome reports, and funder claims are completed accurately and on a timely basis. Assists in the development of the annual program budget and monitors expenditures in accordance with approved funding. Is accountable for the program budget and ensuring the program, including rent supplements, operates within allocated funding. Identifies budget variances and develops and implements corrective measures. Ensures rent supplement tracking, documentation, and reporting meet funder requirements and timelines. Works in consultation with the CFO as required. In accordance with Coast policies and procedures and in consultation with Human Resources, recruits, interviews, hires, and orients qualified staff. Supervises unionized staff, maintains personnel records, and completes performance evaluations in accordance with policy. Provides leadership, mentorship, direction, and recognition to staff. Ensures consistent application of Coast policies, procedures, and the collective agreement, and resolves grievances up to Step 2 in collaboration with Human Resources. Implements progressive discipline up to and including termination, in consultation with Human Resources. Supports staff training, orientation, professional development, and required certifications. Participates, as appropriate, in Labour Management Committee meetings with Human Resources and union representatives. Community Relations Represents Coast Mental Health with Indigenous partners, correctional institutions, health authorities, and community agencies. Builds and maintains collaborative relationships with government, health, housing, and community service partners. Represents the program within the communities served. Other Responds to duties as assigned by the Director. Sits on relevant Coast committees as required. Actively participates as a member of the Coast management team. Fulfills other duties as assigned. This position is not eligible for remote work. Qualifications Education Bachelor''s degree from a recognized postsecondary institution in social services or social work is required. A professional designation or degree in social work or psychiatric nursing is considered an asset. An equivalent combination of education, training, and experience may be considered. Certification Current First Aid/CPR certification. Training in Crisis Management. Valid B.C. Drivers License and access to a reliable vehicle. Successful completion of a Criminal Records Check. Experience A minimum of three (3) years experience in mental health, with experience in outreach or housing programs supporting individuals with concurrent disorders. A minimum of three (3) supervisory and administrative experience. An equivalent combination of education, training, and experience may be considered. Knowledge, Skills, & Attributes Strong knowledge of mental illness, substance use, and the systemic drivers of homelessness. Current or recent experience working with unhoused and highly vulnerable populations. Working knowledge of relevant legislation and regulatory requirements. Understanding of community and social services in the Maple Ridge and Vancouver areas. Established leadership skills and experience working with unionized staff; knowledge of the HEU Collective Agreement is an asset. Strong problemsolving, planning, and organizational skills.
