Position Summary Reporting to the Executive Director, the Director of Emergency Services leads the development and program oversight for MSPs Emergency Shelter, Van Outreach, and Harm Reduction. The Director provides guidance and supervision to managers, ensuring MSPs programs and services meet community needs in accordance with MSPs 5year strategic plan and a commitment to Truth and Reconciliation. Program Areas Emergency Shelter MSPs 24hour emergency shelter and dropin welcomes a team of 30 frontline support workers. Using a traumainformed and harm reduction model, we offer safe, nonjudgmental services to the homeless, displaced, and those experiencing mental health or substance use issues. Individuals receive access to basic needs, case workers, harm reduction supplies, resource information, and medical support through WFPS paramedics. Outreach Services MSPs Van Patrol provides mobile community outreach, supporting all people in Winnipeg who are sleeping rough, houseless, or in crisis. The van serves as both preventative outreach support and a crisis response service. The multidisciplinary team includes 1220 support staff and peer workers. Harm Reduction Services Overseeing Community Supported Opioid Access and Manage Alcohol programs at an advisory level, the Director ensures reporting, coordinators, and support are in place. The Director also leads Naloxone training, supply distribution, and other harm reduction supports across MSP, and steers strategic plan goals around community harm reduction. Key Responsibilities Oversee program development and management in Shelter, Harm Reduction, and Outreach services. Develop, revise, and implement program policies and procedures collaboratively. Provide support and foster a culturally safe atmosphere in partnership with the Director of Indigenous Relations. Commit to understanding and implementing Truth and Reconciliation Calls to Action. Oversee the use of the Homeless Individuals and Families Information System (HIFIS), ensuring compliance with reporting requirements. Promote evidencebased best practices in transitional and permanent supportive housing (e.g., Housing First). Lead resolution of program and service delivery issues, balancing competing interests to achieve optimal outcomes. Implement and advance Housing First initiatives within the organization. Participate on the senior leadership team, including strategic planning for MSP. Prepare reports for the Executive Director, leadership, and auditors. Perform other duties as delegated by the Executive Director. Facilitate program staff growth through supervision, consultation, and training. Ensure staffing levels meet program delivery goals. Identify performance issues and take appropriate action. Collaborate with HR to fill vacancies and advise on hiring needs. Maintain programs within the approved payroll budget and monitor biweekly payroll. Ensure staff receive appropriate supervision and performance evaluations. Coach and supervise program managers. With program managers, assess training needs and oversee credentialing documentation. Engage and collaborate with external community partners. Identify key stakeholders and maintain regular checkins on program progress. Ensure attendance at critical community meetings. Respond to inquiries and build relationships with external stakeholders. Demonstrate high professional and ethical standards, with a therapeutic, empathetic, respectful, and motivational approach. Education & Qualifications Indepth knowledge of social housing program design, development, implementation, and evaluation philosophies and standards. Significant leadership experience in comparable, complex organizations. Indepth knowledge of the housing and support needs of vulnerable populations. Knowledge of MHRC and WHRC mandates, programs, and policies related to social housing. Advanced educational and professional qualifications, demonstrating expertise in the sector. Graduate of a recognized postsecondary health or social services program. Experience in program management, strategic planning, budgeting, and finance. Clear Criminal Record with a Vulnerable Sector Search and Adult Abuse Registry Check. Valid Class5 Drivers License. Experience with Indigenous organizations or communities is an asset.
