Location: Calgary Head Office Department: Supply Chain Management Reports to: Manager, Contracts & Procurement Worker Type: Employee Schedule Type: Full-time Work Setting: In Office Trans Mountain is seeking a collaborative, motivated, and values driven individual to join our dynamic team as a Senior Contracts Specialist (Contingent Workforce). Reporting to the Manager, Contracts & Procurement, the Senior Contracts Specialist (Contingent Workforce) is responsible for developing and executing sourcing strategies for contingent labor services across Trans Mountain Corporation. The successful candidate will lead the implementation of the Companys new Contract Worker Management Policy and its related management standards, processes and procedures. This role plays a critical part in executing the Companys workforce strategy, as it pertains to nonpermanent labour. This role will directly support Business Leadership (Executives, VicePresidents, etc.) with the engagement and oversight of contract workers while serving as the primary SCM interface with contractors which provide contingent labour to the Company. The successful candidate will contribute to contract compliance, risk mitigation, and cost management while enabling workforce flexibility to support operational and project needs. Key Responsibilities Develop and implement category and contracting strategies for contingent workforce services, including Contingent Workforce Contractors, independent contractors, staffing agencies, and specialized consultants. Align category and contracting strategies and plans with corporate objectives, project timelines, and workforce demand forecasts. Prepare reports and presentations for senior leadership on category performance and strategic initiatives. Lead sourcing initiatives, including RFPs, negotiations, and contract execution, ensuring best value within acceptable risk. Rationalize vendor base to improve efficiency and reduce fragmentation. Preapprovals vendors and establishes Rate Schedules with support from the HR Compensation team. Ensure effective contract management, communication, and relationship management with staffing agencies. Manage contractor performance through KPIs, contract worker assessments, and regular reviews to ensure compliance with contractual obligations and company standards. Ensure adherence to labor laws, regulatory requirements, and internal governance processes pertaining to contract workers. Mitigate risks related to contingent labor, including classification, insurance, and qualification compliance. Ensure that appropriate verifications, testing, and background checks are completed by Contractors in accordance with required standards for quality. Support Business Leadership with the engagement and extension/renewal of Contingent Workforce Contractors. Facilitate data entry of all workers to ensure clear reporting. Provide guidance to hiring managers on contingent labor best practices and cost optimization strategies. Report to Executive Committee (EC) on Contractor statistics, exception reporting, and risk management including vendor and contract worker adherence to policies and procedures for complaints management. Qualifications and Professional Experience Postsecondary education in Supply Chain Management, Business Administration, or related fields. A professional certification in SCM (SCMP, CPSM or IACCM) would be an asset. Minimum 10 years in category management, contingent workforce management or contracts management, preferably in the energy industry. Proficiency in data analysis tools and ERP systems. Strong problemsolving and strategic thinking capabilities. A track record of delivering highquality work, managing competing priorities, and supporting key business processes or operational functions. Demonstrated ability to work effectively with colleagues and stakeholders from a variety of backgrounds and levels across the organization. Effective communication skills, including the ability to convey information clearly, respectfully, and professionally. Proven organizational skills with the ability to manage priorities, meet deadlines, and maintain attention to detail in a fastpaced environment.
