Position: Manager Community Planning Salary: Grade 10, Non Union ($125,834 to $147,183) Reports to: Executive Director - Development Services Purpose of Position: Reporting to the Executive Director - Development Services, the Manager - Community Planning is responsible for managing the development approvals and GIS business units. Qualifications & Experience: Degree in Urban Planning from an accredited institution or related degree Minimum 7 years of experience in the field of planning Minimum 5 years of progressive experience in supervision A Registered Professional Planner, with membership with the Canadian Institute of Planners (MCIP) and Ontario Professional Planners Institute (OPPI) or equivalent. Knowledge & Skills: Thorough knowledge of the Planning Act and the Provincial Planning Statement. Working knowledge of the Development Charges Act, the Environmental Assessment Act, the Municipal Act, Ontario Building Code Act, Ontario Heritage Act, and other relevant legislation. A thorough knowledge of planning processes, and management practices for both policy planning and development control functions. Demonstrated experience working on a full range of development approval applications within a complex municipal environment. Demonstrated experience successfully leading multi-disciplinary teams in achieving project/community goals and deliverables. Proven analytical skills with strong communication skills both verbal and written. Major Responsibilities: Manage the budgetary, human and physical resources for the Community Planning Division in alignment with the Municipality of Lakeshores visions and values and in accordance with the annual Business Plan. Supervise and direct the activities of personnel engaged in development approvals and GIS related functions, including internal staff and external consultants. Work in and foster a collaborative team environment that supports cross-departmental work. Supervise and evaluate staff assigned to the Community Planning Division for the purpose of salary, development, performance and disciplinary reviews in accordance with their respective Collective Bargaining Agreements. Liaison with government agencies, neighbouring municipalities, local organizations and other agencies on planning and development matters. Provide professional planning opinions to Council, the Committee of Adjustment, the Ontario Land Tribunal, and other agencies and approval authorities involved in the Municipalitys development control and policy planning functions, in accordance with the code of professional conduct adopted by the Ontario Professional Planners Institute and the Canadian Institute of Planners. Other duties as assigned Decision Making & Judgement: Establishing priorities and work programs for division staff and consultants to meet Councils established service levels and deadlines. Formulating and preparing professional planning opinions and recommendations with respect to all aspects of the Municipalitys policy planning and development control functions and responsibilities. Formulating and revising procedures, policies, administrative fee structures, application forms and other documentation required to effectively deliver the Municipalitys development control responsibilities. Determining and implementing processes/techniques to obtain meaningful and timely external stakeholder and community input on Divisional projects and initiatives. Interpreting and applying Councils established policies pertaining to all aspects of the Municipalitys development control function. Assisting in establishing goals and objectives for the department. Accountable for health and safety responsibilities of staff; must ensure compliance with OHSA as well as Municipality of Lakeshores Health and Safety policies and procedures including WHMIS Participating in recruitment, training and performance management Identifying and assisting in addressing the professional needs of staff Preparing and administering the annual divisional budget including submissions for capital budget as required. Recommending development fees to Council for approval. Monitoring financial variances as part of the monthly or quarterly review; monitoring and controlling budgets in conjunction with finance staff Excellent written and verbal communication skills. Must have proven ability to establish and maintain effective working relationships with a diverse group of internal and external stakeholders. Must be able to effectively manage multiple projects concurrently. Internal: Daily contacts with municipal staff on an as needed basis to administer, manage and coordinate all aspects of operations of the Community Planning Division. External: With the County of Essex, as the Upper Tier approval authority for planning matters. With the Conservation Authorities and provincial ministries regarding review of land use planning applications, plans and studies. With associates in other Municipalities to exchange information on related programs and services and cross-boundary interests. Physical & Mental Effort: Sitting, standing, walking, keyboarding Lifting up to 10 kgs periodically Working Conditions: Works within an office environment. Some travel may be required. Work Schedule: Office hours being 8:30 a.m. to 4:30 p.m. (35 hours per week) Required to attend Council and Committee meetings.
