Job Description

Program Specialist IV, SR-22 Salary Range: $5,369.00 $6,535.00 per month (fulltime). All new external applicants will be placed on the initial step of the salary range. Placement above the initial step requires prior approval and is based on special characteristics, critical needs, exceptional qualifications, available funds, and other relevant factors. Responsibilities Assist with planning, implementing, monitoring projects, programs, and events that address the State''s early learning system. Assist in defining project scopes, objectives, and deliverables for the Executive Office on Early Learning. Coordinate crossdiscipline teams to ensure project and program timelines and deliverables are met. Conduct research based on community concerns and program performance using the evaluation plan. Serve as a liaison and coordinate meetings and special events. Conduct studies and analyses of programs, operations, and activities. Research changes in State and federal laws, rules, and regulations, and community concerns. Develop and interpret new or revise existing program policies and procedures, rules, regulations, and standards. Provide consultation to committees, agencies, and community groups concerning the agencys programs. Locate funds and other resources available from State, federal, County, and private agencies to support program activities and functions. Develop and monitor contracts and grants. Monitor and evaluate program operations to ensure objectives meet State and federal requirements. Develop and implement corrective action plans to address program deficiencies. Develop training programs to implement new or revised program policies and procedures. Assist in the preparation of the agencys State plan. Develop legislative proposals and testimonies. Speak before groups to promote or provide information about program activities and objectives. Assist in the development and justification of budget requests. Provide technical assistance, consultation, and interpretation of program rules and procedures to agency staff and other public, private, and community agencies. Coordinate implementation plans for specific program areas. Advise and explain program requirements to data processing personnel. Minimum Qualifications Basic Education Requirement: Graduation from an accredited fouryear college or university with a Bachelors degree. Excess work experience may substitute on a yearforyear basis provided it is comparable in scope, level, and quality. Experience Requirements: Progressive, responsible experience as described below, totaling at least 2 years (Program Specialist IV). Type 1 Progressively responsible professional experience demonstrating the ability to conduct studies, analyses, and evaluation of programs or projects, including data collection, analysis, problem identification, solution evaluation, and recommendation development. Type 2 Progressively responsible professional experience in a pertinent field that demonstrates knowledge of state and federal agencies, community organizations, resources, and services that influence the agencys programs. Masters degree in business administration, public administration, or a related field may substitute for one year of Type1 experience.
