Job Description

Position Overview Reporting to the Director, Treasury Services and Banking, the Manager, Treasury Services and Banking has the overall responsibility for ensuring compliance with various regulatory bodies impacting Treasury and its related deposittaking products (i.e. deposits and STIF). This includes, but is not limited to, the completion of CDIC hold and data testing to support CIBC Mellons certification of compliance with Data & System Requirements Bylaw, the completion of various filings required by the Trust & Loans Company Act and OSFI, managing banking relationships and bank accounts including adoption of new banking and cash management services, daily and monthend accounting, and staying on top of changes in OSC regulations related to moneymarket funds. The Manager is also accountable for being aware of and in compliance with any new regulatory developments, researching the implications of these new policies and changes on Treasury. Responsibilities Manage all aspects of administration of daily trading settlement activities, cash flows, reconciliations and reporting of both Treasury managed portfolios and the Canadian Dollar Liquidity Fund. Review the daily net interest income reporting and support the monthend closing. Develop and maintain proper internal controls to mitigate risk. Develop and maintain Treasury policies and procedures. Take ownership over all bank account records by ensuring the master list is up to date, as well as signatories and service agreements. Oversee and lead the setup of new banking services for all business units and act as an escalation point of contact for troubleshooting. Assist in the resolution of bankrelated transactional issues and the implementation of new banking products and services across the organization. Backup the Director of Treasury Services for any Treasuryrelated issues. Lead and coordinate filings and remittance of dormant deposit balances to Bank of Canada. Lead and coordinate filings for the securities commissions related to the Canadian Dollar Liquidity Fund. Ensure compliance with CDICs Data and System Requirements Bylaw by performing ongoing testing of systems and reports. Act as a subjectmatter expert and keep up to date with changes to CDICs Joint and Trust Disclosure and Bylaws to ensure compliance. Complete quarterly testing of CDIC FID process to ensure compliance with annual submission. Manage the CDIC Trust letter distribution process by liaising with Legal, Compliance, and Relationship Management. Calculate the CDIC insurable balance and premium semiannually for submission to CDIC and the Quebec regulator. Qualifications 510 years treasury/banking experience dealing with cash management products and regulatory reporting. University degree in Business Management or Finance. CPA designation as well as Canadian Securities Course completion or enrollment; CTP designation an asset. Understand capitalmarket instruments such as floatingrate notes, mortgagebacked securities, REPOS, Reverse REPOS, Equity Reverse REPOS and moneymarket instruments and the fundvaluation process to effectively supervise analysts on the investigation and resolution of income and traderelated discrepancies. Knowledge of money and capitalmarket instruments, dealers and practices; corporate banking services and practices. Strong analytical and problemsolving skills. Knowledge and experience in online payment/banking applications. Strong working knowledge of MS Excel, PowerPoint, PowerBI and other MS Office applications. Excellent communication skills. Salary and Compensation The salary band for this position ranges between $98,000 - $148,000. Individual pay is determined by factors such as jobrelated skills, market conditions, relevant experience, education, training, and internal equity.
