Responsibilities The establishment, maintenance, and enforcement of the financial administrative operations of Halifax County, including Governmental Accounting and Financial Reporting, Budgeting, Payroll Accounting, Cash Management, Debt Management, Investment Management, Bank Relations, Inventory Management, Fixed Asset Accounting, and Procurement. Ensuring that activities of the Finance Department follow all federal, state, and local laws, regulations, and County financial policies and procedures. Establishing and maintaining financial standards and policies ensuring sound and robust financial policies and procedures with strong internal controls. Adhering to North Carolina General Statute (NCGS) 159. Work performed under the general direction of the County Manager and continuous supervision over all departmental staff. Serving as a member of the Halifax County Management Team and as the Finance Director for the Tourism Development Authority and Airport Authority. Requirements Bachelor''s degree with coursework in accounting, business administration, or related field and five to seven years in municipal finance and local government administration including considerable supervisory experience, or equivalent combination of education and experience. Must have or obtain certification as a North Carolina Local Government Finance Officer within two years of employment. Have a valid drivers license and be insurable under Fidelity Bond rules referenced in 159-29. Compensation Compensation for this position will be based on the candidates experience and qualifications.
