The Department of Families is seeking an experienced executive to lead Manitobas child and family services system as Provincial Director of Child and Family Services. This role offers a unique opportunity to lead and support historic change by advancing reconciliation, transitioning services to Indigenous laws and service providers, while supporting a provincial system that is responsive and child/family-centred. The Provincial Director will provide provincial leadership, statutory oversight, and strategic advice on matters affecting the safety and wellbeing of children, youth, families, and communities across Manitoba. Duties As a member of the departments senior management team, the Provincial Director is responsible to lead and manage the Child Protection Branch (branch) and to provide advice and support to the Assistant Deputy Minister and Deputy Minister. The Provincial Director has legislative authority under the Child and Family Services Act and Adoptions Act with specific delegated statutory responsibilities of The Provincial Director of Child and Family Services in the province of Manitoba. These formally delegated, statutory duties ensure operational functions, administrative duties and responsibilities are carried out within the child and family services system. The Provincial Director is responsible for the province wide provision of a comprehensive continuum of child protection services to support the safety and wellbeing of children, families, and communities in accordance with The Child and Family Services Act, The Child and Family Services Authorities Act, and The Adoption Act. This includes operational service delivery and support in financial, licensing, policy and program matters to governing CFS Authorities and mandated CFS agencies, licensed group care facilities, and two private adoption agencies. The branch provides direct service delivery that supports the CFS system and offers specific services to the public. Services include access and maintenance of three provincial registries, post adoption services, provincial investigations and training. The Provincial Director is responsible for ensuring transitional and coordination of service delivery across the province with Indigenous Governing Bodies and service providers operating under Indigenous law. The Provincial Director is responsible for understanding, respecting the distinct laws, models of service and geographical boundaries of IGBs, while ensuring coordination of provincial CFS services. Qualifications Postsecondary education, preferably at a masters level, in the area of social work, social sciences or public administration, with extensive knowledge and experience of child and family services and government processes Experience building relationships with Indigenous people and Indigenousled services and implementing the principles of reconciliation. Strong knowledge of First Nation, Metis and Inuit history, impacts of colonization and an ability to lead reconciliation in all aspects of the role.
