Strathcona County is seeking a strategic, collaborative, and highly experienced Director, Legislative, Legal and Procurement to lead a complex and high impact portfolio that sits at the core of municipal governance, legal compliance, and corporate procurement. This executive role provides senior leadership and governance oversight across legislative services, legal services, procurement, contract management, and related governance functions. As a trusted advisor to Council, the CAO, Deputy CAOs, and the Executive Team, the Director plays a critical role in enabling sound, evidencebased, and legally compliant decisionmaking while supporting innovation, risk mitigation, and bestvalue outcomes for the organization. Reporting to the Deputy CAO, Corporate Services and CFO, the Director leads a unified department that delivers highquality legal, legislative, and procurement services within a centreled service delivery model. This role balances corporate consistency with operational flexibility, ensuring services are fair, transparent, defensible, and aligned with legislative and trade obligations. Key Responsibilities - Provide senior leadership for the Legislative, Legal and Procurement portfolio, ensuring alignment with Councils Strategic Plan, Corporate Business Plan, and organizational values - Serve as a strategic partner and a trusted advisor to Council, Executive Team, and senior leadership on matters related to governance, legislative compliance, legal risk, and procurement strategy - Foster a strong governance culture that supports sound decision making, transparency, accountability, and public trust - Lead and evolve legal, legislative, procurement, and contract management services to support effective service delivery and innovation - Ensure compliance with municipal, provincial, federal, and trade legislation while mitigating organizational risk - Provide oversight of Access to Information and Privacy programs, municipal elections, and census activities - Lead procurement governance and service delivery to ensure fairness, transparency, best value, and legislative compliance - Foster strong relationships with Council, internal departments, external partners, municipalities, and senior government representatives - Lead, coach, and develop department managers and staff to build strategic capacity, collaboration, and an engaged workplace culture - Establish performance measures and continuous improvement practices to support highquality service delivery - Support succession planning, talent development, and workforce sustainability within the department - Promote collaboration across departments to ensure integrated planning, consistent service delivery, and strong internal partnerships - Oversee departmental business planning, budgeting, and resource allocation - Establish performance measures and reporting mechanisms to monitor service delivery, financial stewardship, and continuous improvement - Ensure services are delivered efficiently, effectively, and within approved budgets Qualifications and Skills - University degree in Law, Public Administration, Business, or a related field; a legal background is preferred - Minimum 10 years of progressive senior leadership experience in a government or publicsector environment - Extensive knowledge of municipal, administrative, privacy, and procurement legislation, including the Municipal Government Act, LAEA, FOIP, and applicable trade agreements - Proven ability to operate as a trusted advisor in complex, highrisk, and politically sensitive environments - Demonstrated experience providing executive level oversight of complex operational functions, including procurement or contract related services - Demonstrated capability to navigate ambiguity, balance risk with practicality, and find workable solutions in the grey while maintaining organizational integrity - Proven ability to lead and supervise senior managers, including experience overseeing leaders responsible for procurement or financially sensitive functions - Leadership style that is engaging, approachable, and collaborative, fostering a positive culture where people are challenged, supported, and enjoy the work they do - Exceptional communication skills, with the ability to present complex issues clearly to Council, Executive leadership, and diverse stakeholders - Membership or eligibility for membership with the Law Society of Alberta is considered an asset Conditions of Employment - Submission of a Satisfactory Criminal Record Check Strathcona County is committed to an inclusive, respectful, and equitable workplace that represents the community we serve.
