JMC is pleased to partner with Product Care Recycling in recruiting their next Program Manager in Moncton, NB, or Fredericton, NB. While candidates should be based in Moncton or Fredericton, this is a remote opportunity with travel across NB. Product Care Recycling is seeking a driven, relationship-oriented professional to lead the delivery of its Extended Producer Responsibility (EPR) programs in NB. This role is ideal for someone who thrives in a fast-paced, autonomous environment and enjoys working at the intersection of operations, regulation, and stakeholder engagement. Reporting to the Vice President of Operations, the Program Manager will take full ownership of EPR programs in NB and has the opportunity to support future expansion across Atlantic Canada. This role is accountable for program performance, regulatory compliance, and the development of strong relationships with government, industry, and service partners. Key Responsibilities Program Leadership & Strategy - Lead and provide oversight of the implementation, administration, management, operation and compliance of EPR program(s) in New Brunswick - Lead the development and implementation of new programs as applicable - Collaborate across departments and senior staff to develop and execute strategies and plans to optimize program performance - Hold overall accountability for the program(s) success, regulatory compliance and for achieving KPI targets for each of the programs - Responsible for data analysis relevant to program performance & strategic decision-making - Lead in charge of business/annual/strategic planning and budgeting for each program Stakeholder & Relationship Management - Lead for engagement and first point of contact for regulators/oversight bodies/stakeholders, including consumers - Responsible for development and management of stakeholder relations (transporters, collection sites, local & regional governments, oversight bodies, provincial regulators, etc.) - Lead for collaboration with other producer responsibility organizations - Ability to attend/present at various stakeholder meetings, events, and conferences as required - Lead and oversee program advisory committee meetings as required Operations, Compliance & Reporting - Responsible for all regulatory and management reporting - Accountable for the development and refilling of EPR plans and annual reports - Conducting regular site visits in support of growing the collection network and ensuring compliance with regulations & policies Other tasks as assigned by management from time to time. What You Bring - Bilingual (English/French) at a professional level is required - 5+ years of experience in program management, stakeholder management, or a similar role in a regulated or complex environment - Post-secondary education in business, public administration, policy, or a related field - Strong communication skills with the ability to engage effectively across diverse stakeholder groups - Highly organized, self-directed, and comfortable owning outcomes in an independent role - Strong problem-solving skills and ability to manage competing priorities Assets - Experience with Extended Producer Responsibility (EPR) or stewardship programs - Experience working with government, regulators, or public sector stakeholders - Familiarity with New Brunswick geography and municipal environments as this role requires travel.
