The Recovery Branch manages the Disaster Recovery Program (DRP), which provides financial assistance for uninsurable loss and damage caused by emergencies. The Process and Procedures Analyst will support this branch by leading the development, review, and modernisation of processes and procedures, while also contributing to business intelligence solutions and strategic planning. Responsibilities - Provide business analysis services to Recovery Branch staff at all levels, addressing needs related to Recovery projects and daytoday processes. - Lead and consult on the development, review, and modernisation of the Branchs processes and procedures across all activities, including process mapping, procedure drafting, evaluation, maintenance, and redesign. - Maintain a process and procedures registry to track documentation status and improve accessibility. - Support the development and maintenance of Branch business intelligence solutions, including reports and dashboards. - Assist with branch strategic and operational planning and reporting activities, coordinating input for annual and quarterly reporting and development of Branchlevel planning documents. - Support or cover other projects led by the team when absent or constrained. - Provide support to internal and external projects in accordance with project management principles, standards, and best practices. - May be required to work in the Provincial Emergency Coordination Centre, Provincial Recovery Coordination Centre, or on field assignments during emergencies to coordinate provincial emergency response efforts. Qualifications Required: University degree in Business, Economics, Statistics, Finance or related fields plus 2years of related experience performing business analysis in areas such as change management, business intelligence reporting, business process mapping, logic modelling and organisational development. Equivalency: Directly related education or experience considered on the basis of 1year of education for 1year of experience, or 1year of experience for 1year of education. - Experience working with business process mapping standards such as BPMN2.0. - Strong proficiency with business intelligence tools such as PowerBI and database query tools. - Knowledge of project management best practices, including PMBOK as defined by PMI. Assets - Previous experience with capturing and documenting business process maps using standard techniques and tools such as MSVisio. - Previous experience with procedure documentation. - Previous experience with outcomebased logic modelling. - Previous experience with continuous improvement methodologies such as Six Sigma. - Business analysis certification (e.g., IIBA, CBAP, CSPO, PMP, CAPM). - Strong oral and written communication skills, including report writing, listening, conflict management, meeting facilitation, negotiation, networking, relationship building, and teamwork. - Strong policy writing, verbal communication, and presentation skills to a diverse range of internal and external stakeholders. - Effective decisionmaking skills including factfinding, judgement, problem solving, risk assessment, and innovative thinking. - Proficiency in Microsoft Office applications, including Visio, SharePoint, and Excel.
