This position works closely with other managers in Operations.**Supervises:**4 Water/Wastewater Supervisors, Water/Wastewater Compliance Coordinator, 36 Indirect Unionized Staff**Responsible For:*** Provide leadership to staff for the development of programs, policies and procedures for water distribution, water quality compliance, wastewater collection and storm sewer system activities with focus on growth, efficiencies, and water loss recovery.* Support and assist the Overall Responsible Operator (ORO) with matters related to water compliance. Results oriented and persistent in ensuring Section objectives are accomplished.* Manage and be generally responsible for all operational matters of the Section including ensuring compliance with all regulatory provincial requirements (including O. Reg. 170).* Participate and act as Section representative in discussions and/or presentations on water, wastewater and storm sewer issues to Council, agencies, the public and the media. Attend various Committee/Council, budget, and public meetings as required.* Prepare or review, as required, studies, reports, and by-laws to City Council and the Public for areas of responsibility.* Prepare and make recommendations for approval for RFPs, RFQs, RFTs, and manage maintenance contracts within the Section.* Authorize, and administer the acquisition of goods and services for the Section and direct reports in accordance with the procurement policy and procedures.* Participate and often take the lead as the Citys representative on various corporate committees/teams, regional working groups, and other technical advisory groups as required.* Develops, manages, and administers annual and multi-year Capital and Operating budgets for the Section ensuring support of Councils objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies.* Ensure that Supervisors are supported and are adequately delivering front line supervision. Takes responsibility for providing operational work assignments, guidance, discipline and performance evaluations for staff.* Oversee the Citys Drinking Water Quality Management System (DWQMS) including general management responsibility for implementation of the DWQMS mission statement, policies, training and operational execution.* Oversee and manage the excess soil involved in water and wastewater excavation through environmental regulatory compliance, logistical coordination, and final disposal of the soil at an appropriate location ensuring soil re-use options are considered.**Position Requirements:*** Minimum College Diploma in Civil Engineering, Environmental Management, or related field.* Five (5) years'' experience in operations and/or maintenance of water distribution and wastewater collection systems with five (5) years in a supervisory/management capacity.* Certified Engineering Technologist (CET) designation or equivalent.* Extensive knowledge of applicable theories, practices, and trends in the maintenance of wastewater collection and water distribution.* Thorough knowledge and understanding of acts, regulations, licensing regimes, and by-laws affecting the Section.* Working knowledge of computer software applications.**How to apply:**Please submit your application including a cover letter and resume through Workday using the apply button above.The City of Niagara Falls is dedicated to creating an accessible and inclusive organization and fostering a workplace culture which reflects the diverse nature of the residents we serve.
