Job Description

The Opportunity The Information Technology Department provides information technology expertise and professional services to all City departments, affiliated agencies and area municipalities. Under the guidance of the IT Security Lead, the Cyber Security & Compliance Analyst will play a pivotal role in the City''s cybersecurity program. This position is responsible for ensuring compliance with industry regulations and government standards, performing threat intelligence and monitoring, and conducting thorough cybersecurity incident investigation. The analyst will also develop, monitor and maintain DLP (Data Loss Prevention) policies, practices and procedures. Education Four (4) year University Degree in computer science, cybersecurity, or a related field Education Equivalency: years of directly related experience may satisfy the degree requirement. See the Citys Education Equivalency Policy for details. Position Equivalency Code: F Experience Five (5) years of experience performing duties related to the major responsibilities of this role. Five (5) years of experience in a similar role, including threat and risk assessment, and vulnerability management. Knowledge / Skill / Ability General knowledge of key legislation and regulations: Accessibility for Ontarians with Disabilities Act (AODA) Payment Card Industry Data Security Standards (PCI DSS) Health Information Act Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) Working knowledge of compliance frameworks and security tools: Compliance frameworks such as NIST, ISO 27001, or COBIT. Security tools including Bloodhound, Tenable, Microsoft Sentinel, Azure Security, and Purview. Proven experience in cybersecurity threat intelligence, risk assessments, and incident response. Exceptional analytical and problemsolving skills, with the ability to assess risks, prioritize threats, and make datadriven security decisions under pressure. Demonstrated ability to: Develop, promote, and maintain relationships with internal and external stakeholders. Develop technical standards and protocols, service level agreements, and live test procedures. Allocate budgets, time, and human resources to support branch goals and objectives. Identify complex problems, evaluate options, and implement solutions. Identify educational/training needs and develop formal training programs. Interpret and analyze data; identify challenges or opportunities; and make recommendations. Intermediate skills: analytical, attention to detail, change management, collaboration, decisionmaking, interpersonal, multitasking, organizational, prioritization, problemsolving, report writing, research, time management, verbal communication, written communication. Advanced computer literacy with Microsoft Office Suite (Teams, Excel, PowerPoint, Outlook, Word). Availability: assistance after hours, on evenings, weekends, or outside normal hours per week as assigned. Conditions of Employment Satisfactory Criminal Record Check is required for all new employees. Existing employees with a satisfactory record are exempt. Location City Hall, 70 Collier Street, Barrie, Ontario. The City offers a Hybrid Work Program that may provide one remote day per week for eligible employees. Hours The normal hours of work are 35 hours per week; some nonstandard hours may apply. Wage The position is permanent fulltime nonunion, classified at Pay Level 12.
