Position Summary Reporting to the Chief Librarian, the Manager, Access and Information is responsible for the effective leadership and operational management of access and circulation services at the E.J. Pratt Library and for providing oversight and guidance to circulation operations at Emmanuel College Library. The role provides direct supervision of Library Technicians and student employees. The Manager ensures the efficient delivery of patron-facing services including general reference support, information and referral services, loans services, retrieval services, and stacks and study space management. The team provides special collections services, as well as Resource Sharing and Syllabus Services. Working collaboratively with the Head of Reader Services, the Chief Librarian, and other functional areas, the Manager contributes to service planning, policy development, operational improvements, and the sustainability of library services and facilities. The position includes responsibility for security response coordination and may require evening and weekend availability. Leadership and Supervision Provides direct supervision to Library Technicians, such as performance management, workload allocation, and professional development. Provides oversight of student employment operations, such as recruitment, onboarding, offboarding, and scheduling. Establishes priorities and ensures effective staffing to support service delivery across access and circulation functions. Access and Circulation Operations Oversees daily operations of Access and Circulation Services at the E.J. Pratt Library and provides guidance to Emmanuel College circulation staff, serving as the point of escalation for non-routine and complex operational issues. Ensures effective delivery of patron services including circulation, information and referral support, retrieval services, course reserves, resource sharing, syllabus service, special collections access, and study space oversight. Develops, implements, and maintains policies and procedures governing public services operations in collaboration with the Chief Librarian and Head of Reader Services. Ensures alignment of local services with broader University of Toronto Libraries (UTL) standards and practices. Policy, Planning and Service Improvement Recommends service, space, and workflow improvements informed by community consultation and operational data. Maintains and updates Public Services manuals and procedural documentation. Contributes to sustainability-focused planning for library services, facilities, and operational processes. Collections Access and Resource Coordination Liaises with Technical Services and Reader Services to ensure collections remain accessible and appropriately maintained. Assigns and monitors tasks related to stacks management and collections access. Oversees statistical reporting and prepares operational reports as required. Supports annual budgeting processes and monitors relevant financial transactions. Administration and Operations Provides oversight and accountability for administrative, financial, and operational processes, such as procurement, record-keeping, and service coordination. Ensures consistent daily library operations, including coordination of library hours and direction regarding service changes. Oversees library space allocation and bookings, exercising independent judgment in balancing institutional priorities and external demand. Liaises with campus units regarding facilities matters. Other Duties Supports library-level health, safety and security preparedness by serving as the primary escalation point for incidents, coordinating response with campus partners, and enforcing applicable procedures and guidance with staff. Performs other related duties consistent with the scope and level of the position and in support of departmental or university objectives. Education A bachelors degree and Library Technician Diploma are required. Experience Minimum of five (5) years of experience in a public service library position, with at least three (3) years supervisory or managerial experience, preferably in an academic or library environment. Skills Knowledge of electronic library databases, reference tools and public services operations. Strong written and verbal communication skills, with the ability to communicate effectively with diverse stakeholders. Commitment to high-quality public service and ability to work effectively and tactfully with patrons, colleagues and campus partners. Demonstrated leadership and supervisory skills, including the ability to assign and manage workloads, coach staff, and foster a collaborative and motivated team environment. Ability to set priorities, manage competing demands, and operate effectively in a fastpaced, publicfacing environment. Strong problemsolving, analytical, and organizational skills, with the ability to exercise sound judgment and manage conflict under pressure. Ability and willingness to learn, adapt to evolving technologies and service models, and engage in continuous professional development.
