Job Description

Responsibilities - Execute the annual Audit and Inspection Plan to assess the design and effectiveness of controls for safe operations in alignment with relevant legislation, international standards, and best practice. Support the development of assurance standards in collaboration with management to help build a common framework for the management and assessment of safety regulation and systems, including the assessment of safety leadership and culture, performance monitoring and tracking, risk management, corrective actions, and relevant policies and procedures. - Through application of risk management principles, create audit test procedures, execute, determine issues, and provide written and verbal communication of audit findings to management. - Build relationships and partnerships with management to support continual improvement in safety regulation and safety practices. - Ensure the Metrolinx safety regulatory program complies with legal and regulatory requirements and conforms to Metrolinx policies. - Through continuing professional development, maintain current knowledge of auditing and safety theories, global best practice, legal requirements, and approaches for incorporation into safety regulatory and system compliance frameworks for a large, operating provincial agency. - Provide recommendations and conclusions through audit reports that enhance the overall control environment, to reduce safety regulatory and system conformance risks and incidents. - Monitor work assignments for adherence to timelines; monitor the achievement of performance objectives; develop and implement action plans to address performance gaps. Qualifications - Bachelors degree in Audit, Accounting, Engineering, or a related discipline preferred, or a combination of education, training and experience deemed equivalent. ISO Lead Auditor training is an asset. - Demonstrated experience with safety management systems, system audit, railway regulatory audits and/or inspections, preferably in a public transit environment. Operational experience working in the railway industry is an asset. Experience in the assessment of track conditions and/or compliance monitoring of railway rules and standards is an asset. Experience inspecting or maintaining railway signals and communication systems is an asset. Experience inspecting or maintaining Grade Crossing warning systems is an asset. - Any one of the following credentials desirable: Certified Internal Auditor (CIA), Chartered Professional Accountant (CPA), Certified Protection Professional (CPP); Physical Security Professional (PSP); Canadian Registered Safety Professionals (CRSP); Canadian General Standards Board (CGSB); Project Management Professional (PMP), Certified Business Continuity Professional (CBCP), or the equivalent international credentials. - Possession of a valid provincial drivers license to operate a motor vehicle (to drive to audit site where necessary). - Experience assessing organizations against legislative requirements and developing recommendations and enhancements in the railway and construction industry. - Knowledge of risk management systems and processes to identify and mitigate safety risk. - Knowledge of business improvement processes, standards, and performance analytics for safety regulatory elements. - Knowledge of project management principles and practices to lead and manage simultaneous projects to tight deadlines and to monitor project adherence to timelines and objectives. - Experience in developing safety audit and compliance policies, procedures, processes, tools and training based on industry best practice. - Knowledge of root cause analysis and corrective action processes. - Experience in development and maintenance of leading and lagging key performance indicators, identifying trends and opportunities for improvement. - Proficiency in MS Office (e.g., Outlook, Word, Excel, PowerPoint, etc.). - A team player with interpersonal and oral/written/presentation skills to promote a safety culture at all levels of internal and external stakeholders organizations. - Decisive, methodical, dependable, responsive, trustworthy problem solver and evaluator. - May be required to occasionally work outside of regular working hours to meet business demands.
