The Quality Manager Nuclear Welding & Fabrication is responsible for the development, implementation, and oversight of the companys CSA N299.3 Quality Assurance Program as it applies to nuclear welding, fabrication, machining, inspection, and testing activities. This role ensures all nuclear-related work is performed in full compliance with CSA nuclear standards, customer specifications, and nuclear safety culture expectations. The Quality Manager serves as the primary authority for nuclear quality, welding compliance, and certification matters, providing handson oversight of shopfloor activities and acting as the main interface with customers, auditors, and certification bodies. Key Responsibilities Nuclear Quality Assurance Program Establish, maintain, and continuously improve the CSA N299.3 Quality Assurance Program specific to nuclear welding and fabrication. Ensure controlled procedures govern all special processes including welding, heat treatment, NDE, inspection, material control, and final release. Maintain document control, records management, and traceability systems required for nuclear fabrication work. Ensure compliance with customer nuclear quality manuals, specifications, and drawings. Welding & Fabrication Quality Oversight Oversee quality control activities related to welding, fabrication, and machining of nuclear components. Ensure weld procedures (WPS), procedure qualification records (PQRs), and welder qualifications are properly developed, approved, and maintained. Verify compliance with applicable welding codes and standards (e.g., CSA, ASME where applicable). Ensure weld traceability from raw material through fabrication, inspection, and final acceptance. Review and approve inspection and test plans (ITPs), travelers, weld maps, and fabrication packages. Inspection, Testing & NonDestructive Examination Ensure inspection and testing activities meet nuclear requirements and customer specifications. Oversee NDE qualification, certification, and performance (VT, PT, MT, UT, RT as applicable). Ensure inspection hold points and witness points are properly controlled and documented. Review and approve inspection records, NDE reports, and final data packages. Nonconformance & Corrective Action Ensure nonconforming materials, welds, or processes are properly identified, segregated, documented, and dispositioned. Lead root cause analysis and corrective/preventive action (CAPA) for welding and fabricationrelated issues. Interface with customers on nonconformance reports (NCRs), concessions, and corrective actions. Supplier & Material Quality Qualify and monitor nuclearapproved suppliers for materials, welding consumables, subcontracted services, and special processes. Ensure incoming materials meet nuclear traceability, certification, and identification requirements. Review and approve mill test reports (MTRs), certificates of compliance, and supplier documentation. Audits & Certification Maintain CSA N299.3 certification, including preparation for surveillance and recertification audits. Act as the primary contact for CSA Group, customer audits, and thirdparty assessments. Plan and conduct internal audits focused on welding, fabrication, inspection, and material control processes. Ensure timely and effective closure of audit findings. Leadership, Training & Nuclear Safety Culture Lead and mentor quality inspectors, welding inspectors, and quality technicians. Promote and reinforce nuclear safety culture on the shop floor and across departments. Ensure welders, inspectors, and production staff are trained on nuclear quality requirements and controlled procedures. Provide quality guidance to engineering, production, and procurement teams. Continuous Improvement Analyze quality performance metrics related to welding defects, rework, and inspection findings. Drive continuous improvement initiatives while maintaining strict compliance with nuclear requirements. Participate in management reviews and strategic planning related to nuclear quality and fabrication capabilities. Qualifications & Experience Required 10+ years of quality experience in nuclear welding and fabrication environments. Extensive, handson experience with CSA N299.3 nuclear certification. Strong background in welding quality, fabrication controls, and special processes. Proven experience managing nuclear audits, customer inspections, and certification bodies. Deep understanding of material traceability, weld documentation, and nuclear record retention. Preferred Postsecondary education in Engineering, Welding Engineering Technology, Quality, or a related technical field. Welding or inspection certifications (e.g., CWB Welding Inspector, CSA W178.2, ASNT NDE). Quality certifications (e.g., CQM, CQE, ISO Lead Auditor). Experience supporting nuclear utilities, OEMs, or Tier1 nuclear fabricators.
