11316BR Communications & Training Specialist Job Posting Halifax Regional Municipality is inviting applications for the Permanent, fulltime position of Communications & Training Specialist in Finance & Asset Management. Reporting to the Director Emergency Management, the Communications & Training Specialist is responsible for the Voluntary Vulnerable Persons Registry, emergency management mass notification programs and the emergency management training program. The Specialist is responsible for identifying any barriers and recommendations to overcome identified barriers towards successful program execution, records management, performance management, and building partnerships with various internal and external partners. This role requires a large amount of engagement with HRM residents and HRM staff, including developing and conducting public education presentations such as the VVPR, hfxALERT & Alert Ready, ECC and IC training and general Emergency Preparedness. The Specialist acts as a key member in any crisis response situation in HRM and is also responsible for managing and administering the hfxALERT mass notification system. DUTIES AND RESPONSIBILITIES Voluntary Vulnerable Persons Registry Build and maintain contacts in the registry by reviewing applications and interviewing applicants. Act as main point of contact for all registrants. Foster and maintain relationships with applicable Key Partners to support program initiatives and objectives. Develop memorandums of understanding between first response agencies and other Key Partners as applicable. Provide policy guidance and interpretation to Key Partners at all levels. Lead the review, revision, introduction, and implementation of new or updated policies and procedures related to the registry. Coordinate with municipal and provincial contact centres to provide information on how to assist members of the public. Work with Halifax Regional Police to maintain address premise hazards in the CAD system. Produce policy and reports for the Executive Leadership Team, and Regional Council. HfxALERT and Alert Ready Develop policy and procedure for the Municipalitys mass notification system (hfxAlert). Create the messaging to be broadcasted through the emergency alerts systems (hfxAlert and Alert Ready). Accurately distribute the alerts to the correct contact groups (hfxAlert and Alert Ready). Train internal business units to use the employee messaging system (hfxAlert). Responsible for the creation of a communications and outreach plan for the municipality to increase citizen sign up (hfxAlert). Produce statistics for the use of internal and external contacts (hfxAlert). Respond to internal and external inquiries regarding status and process for the system (hfxAlert and Alert Ready). Produce reports for the Executive Leadership Team, and Regional Council (hfxAlert) All other duties related to the provision of an effective and efficient mass notification system (hfxAlert and Alert Ready). Public Education Develop public education material for Emergency Preparedness, VVPR, and hfxALERT. Coordinate public engagement and education sessions to increase community preparedness and emergency awareness. Liaise closely with Corporate Communications to ensure up-to-date and best practice information is distributed on all platforms and in communities. Liaise closely with Diversity and Inclusion to ensure information is accessible to all members of the community. Actively seek out and evaluate innovations from other jurisdictions. Establish and maintain internal and external relationships to achieve program objectives. Coordinate community relations and engagement, including organizing meetings; developing and delivering presentations; creating information displays, pamphlets, and other collateral; and, evaluating public engagement effectiveness. Emergency Management Training Lead the Emergency Management Training Program, including training courses for management, supervisory and HRM Staff. Evaluate emergency operations and procedures to identify gaps in knowledge and/or training requirements. Maintain current knowledge associated with ECC training programs, mass notification systems techniques and ECC industry standards. Emergency Coordination Centre Supports the Emergency Coordination Centre during emergency situations. Prepare information for the CAO and recommend which ECC Operational Phase to initiate. Prepare messages for both hfxALERT or Alert Ready for CAO review and provide a recommendation to the CAO on which mass notification application to use. Maintain readiness of Emergency Communications Center so it can be quickly activated and fully operational in the event of emergencies or disasters by monitoring warning systems. Manage the VVPR program during activations. Assist with the deactivation of the EOC after an event. May perform other related duties as assigned. QUALIFICATIONS Education and Experience: Business Diploma from a recognized educational institution. Five (5) years of related experience in emergency management, including preparedness, administration, and response. Incident Command System (ICS) 100, 200, 300 training or equivalent (or willingness to obtain). Experience in public speaking and presentations. Experience dealing with vulnerable populations. Technical/Job Specific Knowledge and Abilities: Proficient in computer applications such as Microsoft Office Suite: Word, Excel, PowerPoint, MS Teams, and MS Outlook. Proficient in CAD and ability to enter data from the VVPR program. Ability to prepare and present reports. Ability to maintain a high level of confidentiality. Excellent verbal and written communication skills. Ability to communicate and interact with all levels of staff and elected officials. Knowledge of administrative practices and procedures. Knowledge of records management. Knowledge of Emergency Management processes and procedures. Proficient in using hfxALERT and Alert Ready. Public speaking and presentation skills. Ability to handle high stress situations and remain calm. Excellent organizational, time management and problem-solving skills. Ability to multi-task. A comprehensive understanding of hfxALERT and Alert Ready requirements. A thorough understanding of each operational phase of the ECC (Normal Operations, Monitoring, Partial Activation, Full Activation and Recovery). Must be able to effectively deal with members of the public, elected officials and Key Partners. Security Clearance Requirements: Applicants may be required to complete an employment security screening check. Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates who are selected for testing, may be tested in a group setting, scheduled at the employers discretion. Salary will be determined based on relevant experience and qualifications related to the specified pay band and job. Placement above the midpoint of the pay band is typically reserved for candidates who significantly exceed the minimum qualifications, such as those with exceptional experience, specialized skills, or demonstrated achievements relevant to the role.
