Working closely with business analysts, architects, integration teams, and system owners, the role ensures that all data required for the new solution is accurate, complete, consistent, and aligned with governance, privacy, and security expectations. The Data Architect will play a central role in defining how legacy data is understood, transformed, and migrated to support secure and scalable IAA operations.Responsibilities:Lead structured discovery and documentation of legacy identity, access, credential, provider, organization, and device dataDevelop currentstate data inventories, dictionaries, and conceptual data diagramsConduct data profiling and quality assessments to identify gaps, risks, and remediation needsDefine data quality rules, acceptance thresholds, and readiness criteriaDevelop detailed sourcetotarget mappings aligned with the new solutions data modelIdentify required transformations, standardizations, and enrichmentsSupport development of migration strategy, sequencing, and validation approachesCollaborate with integration teams to clarify payloads, field definitions, and validation rulesParticipate in testing and validation of migrated dataProduce highquality documentation for technical and business stakeholdersAlign work with data governance, privacy, and security requirementsPresent findings, risks, and recommendations to program leadershipDesired Skills:Experience with Identity and Access Management (IAM) or Identity Governance & Administration (IGA)Familiarity with SAML, OAuth, OIDC, or federation conceptsExperience with device identity, certificates, or credential dataExperience working in government or large publicsector digital programsKnowledge of master data management (MDM) conceptsExperience with modern integration platforms (Mulesoft, Boomi, Informatica Cloud)Exposure to cloudbased data platforms (Azure, AWS, GCP)Deliverables:Legacy data assessment - Deliver a legacy data assessment, with an inventory of legacy data sources, structures, and dependencies relevant to migration.Data quality assessment Evaluate completeness, accuracy, duplication, and integrity issues in source data.Data mapping specifications define detailed source-to-target mappings between legacy systems and the logical future -state data model.Data transformation rules document cleansing, normalization, and transformation logic required during migration.Migration data sets preparation support verification of migrated data against source records to confirm accuracy and completeness.Migration support for testing provide data expertise and data sets to support integration, system, and UAT testing.Detailed data requirements support contribute to detailed functional requirements and acceptance criteria where data structures, attributes, or data flows must be defined.Support development of logical data model for target solution and mapping of it to SaaS data model, identifying gaps to be addressed.Support data migration planning and transition activities.Evaluation Criteria:5+ years as Data Architect/Data Specialist in multisystem environments; experience with health or identity programs 20 PointsDemonstrated ability to analyze legacy systems, perform profiling, assess data quality, and document findings 15 PointsExperience developing sourcetotarget mappings, defining transformations, and supporting migration activities 20 PointsUnderstanding of HL7, FHIR, provider registries, identity assurance, IAM/IGA concepts 10 PointsAbility to work with conceptual/logical/physical models; strong ER modelling skills 10 PointsSQL, profiling tools, analytics tools, integration/mapping tools 10 PointsAbility to produce clear documentation, present findings, and collaborate with stakeholders 10 PointsUnderstanding of data governance, privacy, and security requirements in healthcare 5 PointsTotal: 100 Points
