Our client within the public sector is seeking a Business Transformation Analyst to support a Strategic Internal Assessment of Operations Program focused on service excellence through evidence-based transformation initiatives. The consultant will provide change management expertise, stakeholder engagement support, and strategic advisory services to help advance transformation activities including service reviews, service catalogues, benchmarking, performance measurement, and continuous improvement initiatives.Location: Hybrid OttawaDuration: Starting at 6 months + extension optionResponsibilitiesConduct change impact assessments and organizational readiness evaluations for transformation initiativesIdentify transformation risks, gaps, and dependencies and recommend mitigation strategies and priority actionsDevelop change management strategies, roadmaps, and implementation plansCreate communication plans, stakeholder engagement strategies, resistance management plans, and key messagingSupport leaders and managers in strengthening change leadership capabilitiesAdvise project teams on integrating change management approaches into transformation initiativesFacilitate stakeholder engagement activities and support consensus building across business groupsSupport the preparation of executive briefings, presentations, business cases, rollout plans, and status reporting materialsAssist with performance measurement, benchmarking, and service improvement activitiesCollaborate with cross-functional stakeholders to support implementation of continuous improvement initiativesContribute to operational transformation and culture change activities across the programRequirementsExperience working as a Business Transformation Analyst, Change Management Consultant, or similar transformation-focused roleFormal training or certification in Change Management (Prosci or equivalent preferred)Strong knowledge of change management principles, methodologies, and toolsExperience supporting organizational transformation, restructuring, or operational improvement initiativesDemonstrated experience advising senior leadership and stakeholders on change initiativesStrong stakeholder engagement and relationship management skillsExperience developing communication strategies and change adoption plansExperience preparing executive-level presentations, briefings, and business documentationStrong analytical, facilitation, and problem-solving capabilitiesExperience within public sector, government, or large enterprise environments is considered an assetExcellent written and verbal communication skills
