Screening Officer Req ID: 27165 Vacancy Type: Combination Contract Duration: Combination Number of Positions: 2 Closing Date: 05/20/2026 Job Summary Under the direction of the Supervisor, Administrative Penalty System, Screening Officers will be responsible for the adjudication of Administrative Penalties. You will exercise discretion in reviewing penalties, applying relevant legislation, bylaws, and regulations (such as the Statutory Powers and Procedures Act, Municipal Act, and Highway Traffic Act) to make fair and reasonable decisions. This role requires a combination of legal expertise, communication skills, sound decisionmaking skills and the ability to foster positive relationships with internal and external stakeholders. Duties and Responsibilities Review and DecisionMaking Skills: - Conduct inperson and electronic reviews of Administrative Penalties. - Provide clear, wellreasoned written decisions, including setting out reasons for varying, affirming, or canceling the Administrative Penalty. Legislative and Regulatory Knowledge: - Identify, apply and interpret applicable legislation, regulations, policies and procedures. Public Education and Communication: - Educate and provide information to the public concerning City bylaws, policies, regulations and the Administrative Penalty System (APS) process and procedures. - Communicate using a variety of conflict resolution strategies. Integrity and Fairness: - Act with integrity and honesty and ensure procedural fairness. - Exercise decisionmaking authority and discretion fairly and reasonably and in accordance with the law. Training and Mentoring: - Participate in and provide training and mentoring as required. Project Participation: - Participate in and contribute to projects and initiatives. Skills and Qualifications Education and Experience: - Postsecondary degree or diploma in a relevant field (e.g., Paralegal Studies, Court and Tribunal Agent Program, Law Clerk) or an equivalent combination of education and experience. - At least 3 years of experience in interpreting and applying legislation, bylaws, policies, regulations and/or Administrative Penalty System processes and procedures. - Demonstrated sound judgment and proficiency in evaluating complex information to make thoughtful, informed decisions. Legal and Administrative Expertise: - Strong understanding of relevant City bylaws, legislation and regulations. - Apply, interpret, and ensure adherence to relevant legislation, regulations and bylaws (e.g., Statutory Powers and Procedures Act, Highway Traffic Act, Traffic/Parking Bylaws). Ensure decisions align with these legal frameworks. - Proven knowledge and experience in administrative law and adjudicative processes, including conducting hearings in a tribunal setting. Analytical and DecisionMaking Skills: - Demonstrated ability to handle confrontational situations with tact, diplomacy, and conflict resolution skills. - Proven expertise in decisionmaking, critical thinking, and maintaining a fair and transparent adjudication process. - Excellent written and verbal communication skills, with an ability to communicate complex legal concepts to the public clearly. - Strong organizational skills with the ability to manage multiple tasks and deadlines efficiently in a fastpaced environment. Communication and Interpersonal Skills: - Exceptional written and oral communication skills. - Ability to foster communication, collaboration and positive relationships with clients and colleagues. Organizational and Time Management Skills: - Strong organizational skills with the ability to manage multiple tasks in a fastpaced environment while serving the public effectively. - Proven time management skills to handle complex and competing priorities. Technical Skills: - Proficiency in MS Office applications. - Familiarity with City Admin and Gtechna software is considered an asset.
