Based in Berlin, this position will lead the establishment of our HR framework in Germany while also supporting the day-to-day HR operations of our team in the Netherlands. The role is critical to building scalable, compliant, and locally adapted people practices across both markets. Reporting to the Europe Regional HR Team and working closely with our Beijing HQ, the role acts as a vital link between regional strategy and local execution.Responsibilities Germany Employment Entity Setup & Local HR Operations:Lead the legal and operational setup of the German employment entity, including registration, compliance, payroll, and local HR policy developmentAct as the primary liaison with local authorities, legal advisors, and payroll service providersBuild scalable HR operations aligned with German labor law and corporate governance standardsHR Oversight for the Netherlands:Manage day-to-day HR activities for our Dutch team and provide operational guidancePartner with local stakeholders to support employee relations, performance management, and workforce planningCoordinate recruitment and onboarding activities to support the market’s continued growthTalent Acquisition & Onboarding:Oversee full-cycle recruitment across Germany and the NetherlandsCultivate relationships with recruitment agencies, platforms, and job boardsDevelop onboarding programs that reinforce POP MART’s brand and support new employee integrationEmployee Relations & Compliance:Advise on employee relations matters with discretion, professionalism, and cultural sensitivityManage grievance and disciplinary procedures in accordance with local labor laws (Germany and the Netherlands)Maintain and update internal HR policies to ensure full compliance with regulatory requirementsServe as a trusted HR advisor to managers and employees on people-related topicsCross-Border Coordination & HR Projects:Ensure local HR practices are aligned with broader Europe and HQ strategiesSupport regional HR initiatives such as performance management frameworks, training programs, and organizational culture-buildingDrive alignment across markets while maintaining sensitivity to local contexts and labor environmentsRequired QualificationsBachelor’s degree in Human Resources, Business Administration, or a related fieldAt least 5 years of progressive HR experience, including 2+ years in a generalist or standalone capacityIn-depth knowledge of German employment law; familiarity with Dutch labor regulations is highly desirableDemonstrated success managing HR operations, recruitment, and compliance across multiple countriesStrong interpersonal skills with the ability to work across cultures, functions, and geographiesProficient in HR systems and Microsoft Office toolsFluency in English and German; Dutch or Mandarin is a plusDesirable but Not Essential Experience in retail, consumer brands, or high-growth business environmentsBackground in HR setup for new market entry or international expansionPrevious involvement in cross-border HR projects or matrixed regional teams
