Job Description

As the Senior Manager - Liaisoning for the Real Estate Group, the incumbent plays a pivotal role overseeing and managing all Liaisoning matters pertaining to the organization. Responsibilities include ensuring strict adherence to relevant laws and regulations, meticulously drafting and scrutinizing contracts, and adeptly managing the Liaisoning team deliverables. The central focus lies in mitigating Liaisoning risks to bolster the overall success of real estate projects.This role presents an exciting opportunity for a seasoned Liaisoning professional to make a significant impact on the organization's real estate endeavors through their expertise and leadership.Job Responsibility:Land and Property Acquisition:Identification and procurement of land resources in current State which includes:Liaisoning with Forest Offices connected with work related to forest NOC, applications.Liaison and Negotiation with local villagers, Political authorities.Dealing with all types of approval files in the Government offices departments in Mumbai.Obtaining the necessary permissions from Govt and coordinating real estate deliverable.Knowledge of RERA mattersIdentifying & appraising land & Properties; conducting due diligence & title search, checks & negotiations and securing, commercially viable lands and propertiesResponsible for execution of MOU & Conveyance Deeds / Lease deed and completion of Liaisoning formalities i.e. search report, encumbrance certificate, public notice etc.Generating MIS Status for progress of acquisition of Land / Site & NOC / Permissions.Liaison / Coordination various Govt Depts:Coordinate with Lawyers and advocatesLiaisoning with District Collector offices connected with Land acquisition activities.Liaisoning with revenue department, city survey office, tahsildar office, circle office, talathi office, Liaisoning with the collector and SDOs office for NA permission.Studying and interpretation of statutory documents related to Land / Apartment Real Estate Project proposals, for understanding issues related to title, Mutation Entries, ownership, zone, boundaries, access, sale purchase documentation, NA, demarcation, reservation and such other documents, coordinating with legal.Good contacts with Government agencies like Mantralaya, Revenue Department, CIDCO, MHADA, MIDC, BMC, Ministry of Urban Development, Tehsildar and Talathi and Police Department.Ensure that the feasibility study is conducted in terms of optimum FSI exploitation & necessary statutory approvals required as per BMC, MIDC/ CIDCO / PMRDA norms including Building Plan Approval, CTE/CTO, Fire Approvals, EC, Labour, PWD/ NHAI, Urban Development and local area wise revenue approvals.Meeting Government Officials regularly at BMC, Building Proposal Office, Tree Committee, Mantralaya / MIDC/ CIDCO/ Urban Development / Revenue/PWD/Electricity Department/ MPCB to maintain relationship and seek approval as required.Negotiate terms and conditions and important aspects such as timelines and payment with the liaison architect.Appointment of various consultants for building plan/ environment/ Pollution Control etc.Handle local police and revenue department of the project areaCommunication and Collaboration:Will be responsible for interacting with commercial tenants for their requirements, coordinating for legal Agreement, renewal, lease rent collection, handling Property Tax, Society maintenance, etc.Follow up with in-house Architect, Chief Fire Officer, SWD, PWD etc. with a strong connection in Authorities both NDA and GDA, RERA.Collaborate with internal stakeholders, including architects, civil team, project managers, etc. to provide support and ensure a unified approach to real estate projects.Communicate complex issues in a clear and understandable manner to stakeholders.Risk Management:Identify and assess risks associated with real estate transactions and develop strategies to mitigate those risks.Work closely with internal teams to address concerns and prevent potential issues.Due Diligence:Legal Due diligence of current projects and Land & Legal related documents and guide other departments, examine public and private records, legal instruments pertaining to property titles, including registered Deeds and documents, revenue records.Familiarity in land liaison and land approvals process across various jurisdictions in Maharashtra region. Feasibility Study before the deal is signed.Conduct due diligence for transactions, ensuring that potential Liaisoning issues are identified and addressed in a timely manner.Provide recommendations to senior management based on due diligence findings.Record Keeping and Documentation:Drafting of various applications before various authorities in English and Marathi.Maintain accurate and organized documentation and also ensure the proper filing and storage of Liaisoning documents and contracts.Qualification, Expereince and Skills:B. Arch or LLB degree from a recognized universityAt least 5 years- experience in the liaison function for Real Estate companies, with government agencies / municipal approvals / statutory sanctions / Licenses.Knowledge of FSI / DCR / CFO / Civil Aviation rules etc.Exposure in handling liaison of multiple projects.Experience in handling mix use development proposals under different FSI schemes of Development Control Regulation.Knowledge of MCGM's DCR & latest manual "Ease of doing business" on issuing various permissions by MCGM.Proficiency in devising a tool or robust system of keeping a track on all compliances to achieve the desired approval timelines.Experience in working with Liaison Architects office, in corporate environment & also with the renowned DevelopersProficiency in drafting and reviewing real estate contracts and conducting due diligence.Ability to navigate complex transactions and regulatory frameworks.Experience in dispute resolution methods applicable to real estate matters in India.Excellent verbal and written communication skills, with fluency in English and regional languages.Capacity to thrive in a fast-paced environment and effectively manage multiple priorities concurrently.
