Purpose of the Position:- Second in Command to CTO and acting as the responsible authority for the ships under his control through the respective Superintendents and in consultation with the Top Management. - For Operating Budget and Dry Dock Budget Adherence and Ship Off-hire / Lost days reduction arising due to Critical machinery failure, Underperformance, other Technical Reasons. - Overseeing technical operations in respect of the ship under his control within the constraints of the budget / management contract w.r.t spare parts order, dry-docks and repair yard, major contract finalization and unbudgeted expenses with final approval from Top management. - Ensuring that Superintendents under his control are adequately supervised to enable them to operate ships in compliance with Company’s policies, all applicable national and international laws and in accordance with budgets. - Works in close co-ordination with Purchase Department (for on-time critical purchase requirements) ; Fleet Personnel Department ( w.r.t ship Staff on-boarding & efficient performance); QHSE Department (for Safety audits, compliance with ISPS requirements, efficient control of shipboard procedures and documentation and system reviews).Detailed Responsibilities:Overseeing safe and efficient performance of the vessels owned/managed by the company through the respective Technical Superintendents.Maintaining co-ordination with the Technical Superintendents on a daily basis to ensure that superintendents are properly instructed and informed.Ensuring the Technical Superintendents follow-up on their responsibilities with special attention to the below listed aspects:Vessel KPI’s are maintainedPMS schedules correctly followed.Critical and Operationally important maintenance if Over Due should be assessed together with the Superintendents and Postponement issuedStatutory or Class Recommendations to be dealt with as soon as possible and not postponed as far as possible.Defect Reports from VesselsClosing of the all NCs & observations from Internal and External Audits, deficiencies from FSI/PSC Inspections.Guiding & Advising the Technical Superintendents inPlanning and executing major repairs/dry-dockings for all vessels.Preparing Operating budgets including maintenance, repairs, dry-docking, surveys, lube oils, stores and spares.Risk Assessment and Management of Change whenever necessary.Following up with the Technical Superintendent and Vessel whenever Critical Equipment is Defective or taken Out of Service, and ensure a Risk Assessment is carried outApproving on-board of Ship staff and checking and reporting objectively on their performance basis the reports from the Superintendents and own observations.Carrying out interviews /assessments of Senior Officer Candidates to the company and briefing/de-briefing of Senior Officers where required.Making visits to the company vessels in consultation with the Top Management for keeping updated on the actual condition of the vesselsCo-ordinating and carry out change of flag, change of name and change of class of vessels as required by Owners.
