Role Summary:The Lead – Buyer Services is responsible for overseeing the procurement of services in alignment with project schedules, budgets, and organizational goals. This role involves contract negotiation, vendor management, risk mitigation, and coordination with internal and external stakeholders to ensure timely and cost-effective procurement operations.Key Responsibilities :Critical Responsibilities: Finalize and negotiate contracts within budget and project timelines. Drive cost optimization initiatives. Identify and mitigate procurement and contract-related risks. Ensure adherence to procurement Standard Operating Procedures (SOPs). Coordinate with internal auditors to address queries and observations. Mobilize contractors at project sites as per schedule. Resolve conflicts between users and contractors.Routine Responsibilities: Coordinate with the Vendor Development Team (VDT) during contractor selection. Review open Purchase Requisitions (PRs) and delegate service PRs to team members. Review special contract conditions for various requirements. Issue Requests for Quotation (RFQs) to approved vendors. Conduct pre-bid discussions with vendors and user departments. Collaborate with project teams for Technical Bid Evaluations (TBE). Lead techno-commercial negotiations with bidders. Manage bid openings and QCS approvals in ARIBA. Analyze and verify bidder QCS. Prepare and present weekly NC meeting presentations. Negotiate with contractors based on ICE, LPP, and NC meeting outcomes. Recommend and approve final QCS. Ensure preparation of file notes aligned with approved QCS. Oversee release of Purchase Orders (POs) with agreed terms.
