Qualification: Bachelor in finance / economics/ commerce / law Masters / PGDM in Finance or CA or CS or Public Policy. Experience: More than 5 years' relevant experience across areas of Project Assessment, Public Finance, Public Procurement and Contract Management with Government / private agencies Should have worked on preparation of revenue model and/or bid documents for 1 eligible Assignment Working related experience of at least 1 capital mobilization/finance projects of state / central government of India would be an advantage Roles & Responsibilities: Support the DC and DPO in the implementation of the fiduciary responsibilities as mentioned in the Program Operation Manual covering Planning, Budgeng, audit, reporting and funds-flow. To ensure that there is sufficient budget sought for implementing Program activities. To ensure expenditure is incurred as per the Program Expenditure Framework and is reported in a timely manner. To ensure that no funds are lets unused in any bank account. Provide advice on procurement aspects under guidance from client and Bank specialist. Provide such periodic reports and information as requested by client. Support prioritized sectors to map existing schemes/ program (including central sector schemes and centrally sponsored schemes) to the DSP interventions. Identify reasons for low budget utilization (where applicable) in the prioritized sectors and support in improving utilization. Support in identification of suitable activities for utilizing the DSP incentive fund and keep detailed records of spending from this fund. Support prioritized sectors in developing tender documents for spending on activities aligned to the DSP. Support development and update of the DSP dashboard. Identify gaps in available funds at district level to expenditure projection for the next 5 years for driving key infrastructure projects in the thrust sectors under DSP Support in conducting transactions advisory for capital mobilisation through onboarding of capital mobilization partners for development of infrastructure Support in preparing knowledge collaterals, liaison with stakeholders at district level Support in organization of half half-yearly G2B conclaves to bring together the districts under the division and the private developers/investors/ planners / regional sectoral experts wherein the possible investible projects will be showcased along with the strengths Interested Candidates can share their resume with salary details, notice period and current work location on tooba.khan@
