Job Description

Job Title: Controller of Examinations (COE) Location: Dayananda Sagar University, Bengaluru Experience: Ideally 15 to 20+ years in senior academic administration (e.g., Registrar, Deputy Registrar, COE or Registrar Evaluation level), and at least 5+ years in examination administration. Role Summary: The Controller of Examinations is the principal authority responsible for managing the entire examination lifecycle—from planning and conducting exams to result publication and issuance of certificates and transcripts. The COE works under the guidance of the Registrar and the Academic leadership, with support from the Deputy Controller and other staffs. Core Responsibilities: 1. Strategic Planning & Academic Calendaring Prepare and publish the official examination calendar (both regular and backlog sessions). Coordinate with academic schools to align timelines with academic schedules and induction programs. 2. Pre-Examination Operations Maintain and regularly update the “Academic Rules and Regulations” manual documenting all examination procedures. Organize question paper setting and printing, ensuring utmost confidentiality and secure handling. Coordinate logistics for pre-printed stationery (answer booklets, hall tickets, certificates). 3. Digital Evaluation & Technology Oversight Oversee DSU’s fully automated examination workflow: hall ticket generation (with ID recognition), barcoding of answer books, model answer distribution, and double-blind digital evaluations. Ensure integrity via random double‑blind evaluations, digital moderation, and scrutiny mechanisms. Liaise with IT providers/system vendors to ensure platforms are robust, secure, and user-friendly for staff and students. 4. Exam Conduct & Monitoring Appoint and supervise external/internal paper setters, examiners, moderators, invigilators, and centre superintendents. Implement vigilant strategies against malpractices, and determine corrective or disciplinary action when needed. 5. Post‑Examination Activities Supervise result tabulation, moderation, and verification, ensuring error-free and timely declarations. Oversee processing of student applications: revaluation, photocopy requests, duplicate certificates, transcripts, migration certificates, PDC/TC issuance. Ensure statistical compliance and necessary reporting to UGC, NAAC, and government bodies. 6. Convocation & Certification Coordinate academic convocations, issuance of degree certificates, and alignment with transcript and migration requests. 7. Policy & Process Improvement Maintain continuous review of assessment practices to enhance transparency, fairness, validity, and reliability. Introduce reforms as required by evolving educational and regulatory norms. 8. Stakeholder Interaction & Student Support Conduct induction/orientation sessions to explain examination regulations to faculty and students. Manage grievances and procedural clarifications, offering student‑friendly interfaces for redressal. Qualifications & Eligibility: Academic Credentials: Ph.D. is Mandatory in a related field. Skills: Strong leadership, team management, planning, technology adoption, and strategic thinking; excellent written and oral communication. Compliance Knowledge: Familiarity with UGC / NAAC, Tata HR best practices, digital record-keeping standards, data protection protocols. Personal Qualities: Integrity, impartiality, agility, confidentiality, and a student-first mindset. Organizational Environment: Central Administration: DSU’s Examination Section is digitally advanced, with technology systems delivering end-to-end exam automation including result processing and student service portals. Organizational Support: Work involves coordination with multiple academic schools (Engineering, Commerce, Health Sciences, Law, etc.) and engaging with university-level governance bodies.
