Job Title: Procurement Manager – Higher Education Sector Location: Sikkim Experience: 5–7 Years Role Overview We are seeking an experienced and strategic Procurement Manager to lead and streamline the university’s procurement operations. The ideal candidate will be responsible for managing the sourcing, negotiation, and acquisition of goods and services, while ensuring strict compliance with institutional guidelines and government regulations. This role plays a critical part in optimizing procurement processes, ensuring budget efficiency, and maintaining transparency. Key Responsibilities Procurement Strategy & Planning Develop and execute procurement strategies aligned with institutional goals and budgets. Create annual procurement plans in collaboration with academic and administrative departments. Identify areas for cost savings, vendor optimization , and operational efficiency. Vendor & Supplier Management Source, assess, and establish agreements with suppliers and service providers. Maintain an up-to-date database of approved vendors. Foster strong relationships with vendors to ensure quality, reliability , and cost-effectiveness . Compliance & Governance Ensure adherence to university procurement policies , legal statutes, and ethical procurement practices. Conduct internal audits and maintain full transparency in all purchasing activities. Address and resolve compliance issues or discrepancies as they arise. Operational Oversight Approve purchase requests, contracts, and procurement orders in line with the budget. Monitor procurement expenditures and ensure financial discipline . Resolve issues related to delayed deliveries, product defects, or vendor disputes. Reporting & Documentation Maintain detailed and accurate procurement records. Generate periodic procurement reports and analytics for leadership decision-making. Track market trends and provide recommendations on cost-effective sourcing. Team Leadership & Training Lead and mentor the procurement team to follow best procurement practices . Organize training sessions on procurement systems and updated compliance standards. Promote a collaborative and performance-driven team culture. Qualifications & Required Skills Bachelor's degree in Business Administration , Supply Chain Management , or a related discipline. Master’s degree or certifications like CPP (Certified Procurement Professional) or CPM (Certified Purchasing Manager) are a plus. Proven experience in contract negotiation , vendor evaluation, and cost management. Familiarity with modern procurement tools, ERP systems , and reporting software. Strong organizational, analytical, and multitasking capabilities. Excellent verbal and written communication skills .
