Sailing exposure in Bulk carrier is an added advantageQualification: Bsc Nautical ScienceRefined Responsibilities- Oversee navigation standards on company vessels, conduct annual navigation audits, and initiate independent reviews as required. - Ensure timely internal audits of vessels and office operations. Circulate audit and inspection reports promptly and ensure proper closeouts. - Develop and implement training programs for onboard and shore-based personnel on safety and environmental protection. - Conduct incident investigations, finalize reports, and distribute internally. - Coordinate periodic Management Review (MR) meetings. - Monitor and report internal HSSEQ KPIs. - Handle inquiries and monitor compliance with HSSEQ standards. - Support periodic SMS manual revisions. - Maintain and review accident/near-miss data - Communicate regulatory updates and coordinate with office management. Track upcoming regulatory changes and assess their impact. - Serve as a permanent member of the Emergency Response Team. - Support departments on quality and safety matters. - Contribute to management reviews and evaluate internal/external audit findings and master reviews. - Ensure vessel compliance with national and international regulations. - Review master's SMS feedback, hazard/accident reports, and implement corrective actions or procedural updates. - Ensure implementation of flag state, class guidelines, and current regulations; update SMS accordingly. - Review vessel NCRs and initiate corrective actions and procedural amendments as necessary. - Plan and follow up on audits to ensure compliance and effectiveness. - Oversee timely completion of SMS/SMC certifications. - Ensure transmittals are dispatched to vessels. - Plan and conduct training programs for office staff with MR coordination. - Organize regular SOPEP and mock drills; maintain SOPEP manuals per current requirements. - Maintain ISM shipboard, apex, and office manuals; ensure current versions and necessary approvals. - Monitor implementation of new regulations and conventions. - Analyze HSSEQ committee reports for fleet-wide trends and ensure appropriate follow-up. - Assist in screening, interviewing, and appraising personnel as needed. - Prepare risk assessments for vessels, manage MOC processes, and maintain related records. - Assist in office and vessel audit preparations, including documentation for PSC inspections. - Perform additional duties as assigned.
