GeM will not entertain any correspondence on this subject and decisions of GeM will be final in all matters.JOB SUMMARY We are seeking, Manager / Senior Manager - Design & Development, a Platform Design & Governance Specialist with deep expertise in Microservices, AWS, Spring Boot, ReactJS, and Domain-Driven Design (DDD)principles to drive MSP-led design and development across enterprise platforms. This role will lead structured design governance assessments - including validation of High-Level Designs (HLDs), Low-Level Designs (LLDs), API sequence flows, database schemas, and micro-frontend implementations - to ensure architectural integrity and compliance with enterprise standards. This role acts as GeM’s Tech. Design and Development lead responsible for validating correctness of technical design, architectural integrity and production deployment readiness of solutions delivered by the MSP including their operability and maintainability during the maintenance phase. In addition to design and development governance, this role will also extend to maintenance and lifecycle support of enterprise applications.ROLE AND RESPONSIBILITY Architecture & Design Leadership Oversee MSP‑led software design and development activities, ensuring delivery aligns with enterprise architecture and compliance requirements Review and validate HLDs and LLDs for consistency, scalability, and adherence to organizational architecture principles Ensure adherence to Domain‑Driven Design(DDD), Microservices architecture, and API governance best practices Development Orientation & Build Practices Oversee and Guide teams in application development using SpringBoot, ReactJS, and React Native for web and mobile platforms Validate API development, integration flows, and database schema design for performance and maintainability Promote and Review adoption of modern frameworks and coding standards, ensuring modularity, reusability, and responsive UI/UX across devices Support performance optimization and scalability improvements in both backend microservices and front‑end applications Delivery &Release Management Govern release readiness by validating MSP deliverables across dev, staging, UAT, and production environments Ensure environment segregation and configuration management to prevent integration failures and regression issues from application point of view. Ensure DevSecOps practices, follow and review and provide active feedback from an application point of view. Provide structured inputs during Agile ceremonies (sprint planning, retrospectives) to align development outputs with enterprise goals. Risk Management &Stakeholder Alignment Collaborate with cross‑functional stakeholders to align technical delivery with enterprise objectives Provide structured feedback, escalation notes, and governance recommendations to ensure delivery integrity Lead Root Cause Analysis (RCA) for critical defects, outages, or architectural gaps, ensuring timely resolution and knowledge capture Design governance during Operations and Maintenance phase Review and validate changes made to design artefacts such as domain models, HLD and LLD documents ensuring consistent traceability of any design changes Validate that MSP has updated the design artefacts with proper version control Understand the business requirements leading to the change in design documents and validate that the design meets the business requirements Collaborate with the MSP team to perform an impact analysis and identify the design artefacts that need to be updated to capture the design changes effectively. Provide timely feedback to MSP architects or dev leads on the tech design and ensure closure of review comments by MSP team before approving any design changes. Any other responsibility as may be assigned from time to time.EXPERIENCE REQUIREMENTS 6+ years of experience in enterprise application design, governance, and architecture oversight across large‑scale distributed systems. Comprehensive understanding of AWS cloud services including (but not limited to) EKS, API Gateway, S3, SNS, SQS, CloudWatch, IAM, and their integration into microservices‑based platforms. Strong expertise in Java and Spring Boot frameworks, with proven ability to design, build, and govern scalable backend services. Proven expertise in reviewing High‑Level Designs (HLDs), Low‑Level Designs (LLDs), UML diagrams, and architecture models using tools such as Draw.io, Lucid chart, or equivalent, ensuring traceability and compliance with enterprise standards. Strong knowledge of modern software architecture patterns (Microservices, Domain‑Driven Design, Event‑Driven Architecture), API standards, and integration practices. Skilled in stakeholder communication, providing structured feedback, escalation notes, and governance recommendations to ensure delivery integrity. Knowledge of Java. Spring Boot, SQL/NoSql Data Base, Maven. Project Management &Agile Delivery: Proficiency in Jira, Confluence, and Agile boards for sprint planning, backlog management, and traceability. Experience in Agile methodologies (Scrum, Kanban), embedding quality and design gates into sprints and release cycles. Ability to track and monitor MSP progress, risks, and dependencies through structured Agile artifacts (user stories, acceptance criteria, sprint boards). EDUCATION REQUIREMENTS Bachelor’s or Master’s degree in Engineering/ Technology/Computer Science/Information Technology/any related field from a reputed university. GOOD TO HAVE SKILLS Proven experience in managing MSPs, responsible for delivering microservices based systems, ensuring compliance with enterprise standards and governance frameworks. Ability to perform impact analysis and change assessments for large-scale systems. Experience in stakeholder management with not limited to Product, Operations, and Policy teams. Ability to mentor and guide cross functional teams, fostering a culture of accountability, transparency, and continuous improvement. Relevant certifications in Microservices, architecture frameworks (e.g., TOGAF), or Agile methodologies (ScrumMaster, PMI-ACP), AWS, demonstrating commitment to structured delivery practices. Understanding of government procurement / e procurement will be an added advantage. Experience in creating governance artifacts (checklists, traceability matrices, compliance reports, design review logs) that reinforce Agile delivery discipline and enterprise standards. Exposure to DevSecOps practices, integrating security, compliance, and vulnerability management into CI/CD pipelines and development workflows. Hands‑on involvement in Root Cause Analysis (RCA) and assist in critical feature deployments, ensuring operational readiness and resilience. Ability to manage MSP‑led delivery, ensuring quality, compliance, and timely execution of both design and development outputs.
