Job Description

Role: Oracle Utilities Techno Functional Architect Experience: 10+ Years Location: Onsite – Doha, Qatar Key Responsibilities Functional Architecture & Solution Design Design creative and scalable Oracle Utilities solutions that meet business, technical, and operational requirements. Serve as a techno‑functional expert across: Customer Care & Billing (CCB) Customer to Meter (C2M) Meter Data Management (MDM – Oracle/Siemens) Service Order Management (SOM) Smart Grid Gateway (SGG) Operational Device Management (ODM) Lead requirement‑gathering workshops, business discussions, and solution design sessions. Translate business needs into detailed functional specifications, process flows, and configuration guidelines. Act as the primary liaison between the business, IT teams, and implementation partners. Project Delivery Define project objectives and ensure alignment with customer goals and organizational direction. Lead fact‑finding, analysis, and documentation sessions. Configure Oracle Utilities modules and support technical teams in design, development, and testing. Conduct business process analysis, focusing on meter‑to‑cash (M2C) flow, billing, collections, and customer operations. Support data cleansing, configuration, customizations, interfaces, testing, training, deployment, and post‑go‑live. Maintain complete and updated documentation for all functional deliverables. Governance & Quality Manage and negotiate functional scope to ensure smooth delivery and minimize risks. Identify potential risks/issues early and support mitigation efforts. Evaluate new features, conduct impact analysis, and support script/code updates as required. Collaborate with Quality Assurance and Continual Improvement teams to maintain ISO, ISMS, and Risk Management compliance. Cross‑Functional Leadership Facilitate key functional areas including: Process Mapping Interfaces Change Management Work closely with stakeholders across multiple departments to ensure alignment and user adoption. Support business change initiatives and organizational readiness activities. Requirements Education Bachelor’s degree in computer science, IT, Engineering, or relevant field. Experience 10+ years of proven experiencein Oracle Utilities implementations. Strong hands-on experience withOracle Utilities Application Framework (OUAF) . Functional expertise inCCB or C2M , including configuration, enhancements, and solution design. Deep understanding ofMeter-to-CashandBillingprocesses. Strong SQL skills for functional analysis and troubleshooting. Experience working across business and IT teams at multiple organizational levels. Proven background in business change management and functional leadership. Experience managing workshops, requirements, scope, and solution governance. Ability to operate in fast‑paced, multi‑tasking environments.
