Job Title: Industrial Project Development DirectorLocation: Kurdistan Region of Iraq, Slemani Open toContract Type: Expatriate – Full Time Note/ apply only if you are willing to relocate to IraqRole OverviewThe Industrial Project Development Director will lead the end-to-end development and execution oversight of a brick manufacturing facility. Acting as the company's senior representative, the role is accountable for regulatory readiness, technical validation, commercial alignment, and financial discipline from final development through construction and early operations. The position ensures that the project is delivered in full alignment with the approved feasibility study, budget, and strategic objectives.Key ResponsibilitiesInclude but not limited to the following:Industrial Project Development & GovernanceLead and secure all regulatory, licensing, and investment approvals required for the establishment of the manufacturing facilityOversee validation of the selected quarry, ensuring raw material quality, compliance, and long-term supply sustainabilityEnsure land ownership, investment licensing, and legal structures comply with KRG Investment Law and related regulationsOversee final development of the feasibility study, including alignment of factory layout, production capacity, and input assumptionsServe as the primary coordination authority between ownership, consultants, engineers, contractors, suppliers, and government entitiesCommercial, Contractual & Vendor LeadershipLead negotiations and finalization of major contracts with equipment suppliers, contractors, and service providersDefine and approve scopes of work, technical deliverables, commercial terms, milestones, and execution timelinesEnsure all contractual commitments remain aligned with approved budgets, cost assumptions, and technical requirementsEstablish and maintain structured control over contracts, approvals, technical documentation, and formal correspondenceEnsure operational and organizational readiness for construction, commissioning, and initial productionProject Financial Oversight & Cost GovernanceExercise full financial oversight of the project during construction, installation, commissioning, and start-upMonitor and control all capital and project-related expenditures against the approved feasibility and budgetIdentify, assess, and report cost variances, risks, and mitigation measures to ownership and senior leadershipEnsure disciplined cost governance, cash-flow visibility, and financial reporting at project levelSupport engagement with banks, investors, or financing institutions as requiredQualifications & ExperienceBachelor's degree in engineering, Finance, or a related discipline; MBA or advanced degree preferred8+ years of experience in industrial project development, factory setup, or large-scale construction projectsDemonstrated expertise in: Feasibility studies and industrial project evaluationCapital budgeting and cost controlContract negotiation and vendor managementProven experience working with government authorities, regulators, and investment bodiesStrong leadership, coordination, negotiation, and executive reporting capabilitiesHigh standards of professionalism, integrity, and confidentialityAbility to work in different contextsLanguagesFluency in English (spoken and written) and Arabic preferred
