About the CompanyThis role is with one of our client and not Growexx!About the RoleThe Project/Program Manager – Card Migration leads large-scale card portfolio migration and payment network conversion programs for financial institution clients. This role oversees the end-to-end migration lifecycle—from portfolio analysis and BIN strategy through testing, conversion execution, and post-migration stabilization—ensuring minimal cardholder disruption and full regulatory compliance.You will serve as the central point of coordination between issuing banks, payment networks, processors, card manufacturers, and internal technology teams, managing complex interdependencies across multiple workstreams to deliver successful card migrations on time and within budget.The Project/Program Manager – Card Migration leads large-scale card portfolio migration and payment network conversion programs for financial institution clients.ResponsibilitiesProgram Leadership & Governance Own and drive the full card migration program lifecycle from initiation through post-conversion stabilization, managing scope, schedule, budget, and quality.Establish and maintain program governance frameworks including steering committees, status cadences, RAID logs, and executive dashboards.Lead cross-functional teams of 15–50+ resources across business, technology, operations, compliance, and vendor organizations in a matrix environment.Develop and manage integrated program plans with clear milestones, critical path analysis, and workstream-level dependencies.Card Migration & Conversion Delivery Lead BIN strategy, portfolio segmentation, and conversion wave planning to minimize cardholder disruption and optimize operational efficiency.Coordinate card reissuance logistics including embossing, personalization, fulfillment, activation campaigns, and cardholder communications.Manage processor and network cutover planning, including authorization routing, settlement configuration, dispute processing, and fallback procedures.Oversee end-to-end testing strategies encompassing integration testing, UAT, regression, and production validation for migrated portfolios.Drive data migration and mapping activities across card management systems, core banking platforms, and digital channels (mobile wallet provisioning, tokenization).Stakeholder & Vendor Management Serve as the primary liaison between the financial institution, payment networks, card processors, print/fulfillment vendors, and technology partners.Manage network certification and compliance requirements throughout the migration lifecycle.Negotiate timelines, resolve escalations, and align competing priorities across multiple vendor organizations.Prepare and deliver executive-level program status reports, risk assessments, and go/no-go recommendations for conversion events.Risk Management & Compliance Proactively identify, assess, and mitigate program risks including regulatory, operational, technology, and cardholder experience risks.Ensure migration activities comply with PCI-DSS, network operating regulations, and applicable federal/state financial regulations.Develop and execute rollback and contingency plans for each conversion wave.Coordinate fraud monitoring and exception handling protocols during and immediately following migration events. Qualifications10+ years of project/program management experience with a Bachelor’s degree, or 7+ years with an Advanced Degree (MBA, MS, or equivalent).Minimum 5 years of direct experience managing card migration, portfolio conversion, or payment network switching programs for financial institutions.Deep understanding of card lifecycle management: issuance, BIN management, authorization, clearing, settlement, chargebacks, and fraud monitoring.Experience working with major payment networks on certification, compliance, and conversion coordination.Strong knowledge of card processing platforms and processors (e.g., FIS, Fiserv/First Data, TSYS, i2c, Marqeta, Galileo).Proven track record managing large-scale programs with 15+ cross-functional resources across business, technology, and vendor teams.Experience with data migration methodologies, ETL processes, and system integration testing in payment environments.Expertise in program governance, RAID management, critical path scheduling, and executive-level reporting and communication.Strong understanding of PCI-DSS, network operating regulations, and financial industry compliance requirements.Excellent stakeholder management and negotiation skills with the ability to influence at all organizational levels. Preferred SkillsPMP, PgMP, or Prince2 Practitioner certification.Experience with digital wallet provisioning, tokenization services, and mobile payment migration considerations.Familiarity with Agile/hybrid project delivery methodologies in financial services environments.Prior experience with debit network conversions (STAR, Pulse, NYCE, Shazam) and dual-message/single-message routing strategies.Experience managing processor conversions or core banking platform migrations in conjunction with card portfolio moves.Knowledge of commercial card programs, fleet cards, or virtual card migration complexities.
