Plan International is actively working in more than 70 countries.JOB/ROLE OVERVIEWThe incumbent would be responsible for the overall accounting and administration, compliance assurance related work for project implemented in respective Zone. He / She will be accountable to manage statutory compliances as are applicable to various financial transactions of the project and ensure quality of records and the safe keeping. MAIN RESPONSIBILITIES1. Financial AccountingZFL’s primary responsibility for strengthening the review, challenge, and recommendation process on all zonal financial transactions and reports, ensuring quality, compliance, and timeliness.Oversee and manage general accounting functions including transaction posting, accounts payable, accounts receivable, general ledger, and taxation.Ensure timely and accurate posting of all transactions in SAP on a regular basis.Review and scrutinize project-related expenditures and supporting documents submitted by Accounts Officers.Ensure Finance Officers upload vouchers and supporting documents on the virtual drive (MS Teams) as per guidelines, ensuring completeness and accuracy.Review fund requests and utilization certificates for projects implemented through NGO/partner organizations (Non-FCRA).Maintain accounting and SAP housekeeping by extracting and reviewing SAP and SAP BI reports on a weekly basis, monitoring expenditures, initiating corrective actions through Line Managers when required, and tracking advances to vendors, NGO/partners, and staff.Supervise petty cash management (where applicable) in line with office policies, including fund reconciliation, bank reconciliation, and monthly reporting to ICO.2. Budget and Cash ManagementSupport preparation of annual budgets and quarterly forecasts to meet management and program requirements.Analyse budget versus actual expenditures and support preparation of MIS reports.Assist zonal program teams in budget preparation based on project and donor requirements.3. Financial Monitoring & AuditsConduct financial monitoring of projects through field visits and submit reports as per prescribed procedures to ensure proper utilization of funds and timely project implementation.Coordinate and submit vouchers, financial data, and information required for field and project audits.Maintain the audit calendar, coordinate with auditors and NGO partners, and ensure adequate preparation and timely submission of information for audits.Prepare Audit Action Lists (AAL) and submit them to the Finance Manager for responding to audit observations.4. ComplianceEnsure compliance with FCRA regulations, Income Tax Act, GST, and other applicable statutory requirements in day-to-day financial operations across operational states.Support timely submission of statutory returns including PT, PF, TDS, Income Tax, FCRA, etc.Ensure adherence to donor compliance requirements and guidelines across projects and promptly report any gaps or deviations to FM/SFM.5. Financial Reporting & AnalysisPrepare internal financial reports on a monthly basis, including forecasts and early warnings for potential budget overruns.Prepare, review, and analyze financial statements to ensure accuracy, completeness, and compliance.Prepare and submit donor/program financial reports, including budget and expenditure statements, as per prescribed formats and timelines.6. Procurement & Office AdministrationEnsure procurement processes are followed in line with organizational policies and that logistics arrangements are effectively managed.Provide complete and accurate documentation to ICO for vendor agreements, purchase order preparation, and renewals.7. Team Management & Capacity BuildingZFL is expected to provide strong technical guidance and oversight to the finance staff reporting to them, including regular review of their work and capacity buildingConduct orientation and capacity building of finance and accounts staff on financial management and compliance requirements.Support capacity building of partner organization staff, particularly for Non-FCRA projects.ZFL is expected to proactively support and advise the line manager (and other senior stakeholders) on financial analysis, risk flags, control gaps, and any special tasks requiring their expertise.Skills & CompetenciesStrong analytical and problem-solving skillsHigh attention to detail and compliance orientationAbility to manage multiple projects and meet tight deadlinesExcellent coordination and communication skillsProficiency in MS Excel, SAP BI reports, and documentation systems (MS Teams/SharePoint)Qualification & ExperienceCA /MBA/PGDM (Finance) / M.
