The Project aims at making cities more inclusive by addressing everyday mobility challenges and developing replicable solutions starting from focus cities of Ahmedabad, Bangalore and Kochi. MobiliseHER combines participatory planning approaches with data-driven research and analysis to generate evidence on mobility patterns and experiences of diverse user groups.This consultancy is required to support the project through high-quality research and evidence-based writing that translates field and research insights into actionable knowledge products for diverse stakeholders.One of the key objectives of this consultancy is to analyse and synthesise the gender-disaggregated household mobility data collected under the MobiliseHER project across three cities, and to make this evidence accessible to the wider urban mobility ecosystem, including policymakers and domain experts etc. Leveraging the unique availability of comparable, multi-city gender-disaggregated data, the consultancy will focus on contributing to the a Working Paper that demonstrates the relevance, analytical value, and policy importance of such data in shaping inclusive and gender-responsive urban transport planning and decision-making.What will you do:The consultant will be responsible for the following tasks:Research Analysis and Data Synthesis• Analyse primary and secondary datasets related to gender and mobility into concise insights• Conduct and support literature reviews on gender responsive mobilityKnowledge Product Development and Writing• Draft technical sections of research products.• Translate complex technical and research findings into clear, accessible, and actionable content for diverse audiences.Coordination and Review• Work closely with internal research teams and subject experts• Incorporate feedback from internal and external reviewers to ensure accuracy, clarity, and relevance of outputsProject Milestones & Timeline 1. Preliminary Analysis and Paper Outline – April 2026, Conduct literature review& Develop preliminary findings2. Interim Draft Submission – June 2026, Submit preliminary spatial analysis findings, submit detailed draft outline & Complete sections on secondary literature3. Full Manuscript Submission – August 2026, Submit complete manuscript, Include all proposed sections, Include full data analysis & Include interpretation of findings4. Revised Draft Submission – October 2026, Address comments from internal review & Submit revised draft5. Final Submission to RI Team – January 2027, Address comments from external review & Submit final version of manuscriptPlease note for engaging an individual as consultant fee is decided by HR based on internal parity.Duration and Location• Contract Duration: 10 months• Work Location: Any• Expected Hours or Days: Consultant should be available to coordinate with the WRI India team during regular working days and working hours.What will you need:Master’s degree in gender studies, urban development, urban planning, social work, public policy with excellent academic track record.Minimum 7–8 years of experience in research writing, technical documentation, policy brief writing, or knowledge product development, data analysis, preferably in the domains of gender, mobility, or urban development.Demonstrated ability to translate complex research and technical concepts into clear, evidence-based, and engaging written content for diverse audiences.Proven experience with statistical analysis, working with primary/secondary datasets, and applying quantitative methods to support evidence-based research.Working knowledge of GIS tools and spatial analysis is preferred.Strong analytical skills with experience in literature review, qualitative/quantitative data synthesis, and data-informed writing.Strong understanding of gender issues in mobility and urban planning is expected and, familiarity in urban governance and public policy is desirable.Excellent writing, editing, with strong attention to structure, clarity, and detail.Self-motivated, proactive, and capable of delivering high-quality work with minimal supervision.Ability to receive and incorporate constructive feedback effectively.Payment Terms & ConditionsPayments will be linked to the successful submission and acceptance of agreed deliverables and milestones.Confidentiality, Data Security and Intellectual PropertyAll materials, data, and outputs produced under this consultancy will remain the property of WRI India. The consultant must maintain confidentiality and comply with WRI India’s data security and intellectual property policies.Termination ClauseEither party may terminate this engagement in case of non-performance or by mutual agreement.
