To know more about Plan India, visit We are seeking an individual for a short-term consultancy of approximately five months, with a civil engineering background. The ideal candidate should be well-versed in Government of India building norms, regulations, and state-specific construction guidelines.The consultant will be responsible for:Compliance & ApprovalsRecommending practical and cost-effective interior design and layout solutions aligned with project objectives.Validating architectural drawings and ensuring optimal space utilization for all proposed facilities. Closely working with the approved construction agency to finalize the BOQ.Verify that all civil works comply with local building bylaws, fire safety norms, accessibility standards, and environmental regulations.Reviewing structural, electrical, and plumbing layouts to ensure compliance with statutory norms and functional requirements.Support in identifying statutory approvals, if any, required from local authorities.Quality Assurance & Technical ValidationCarry out filed visits to conduct periodic quality checks of construction materials and workmanship.Carry out on site field visits to review contractor’s Bill of Quantities (BoQ) and validate measurements for accuracy.Site Monitoring & ReportingPrepare weekly progress reports with photographs, highlighting delays, risks, and corrective recommendations for internal team and management review.Maintain a site log documenting key observations and interactions with vendors/contractors.Cost Monitoring & Budget ControlValidate contractor invoices/work completion bills against actual work done.Alert the organization in case of cost escalations, variation requirements, or deviations from approved budgets well in advance.Timeline & Work Plan OversightReview and validate the construction work plan submitted by the contractor.Track progress against timelines and identify actions required to address delays.Coordination SupportParticipate in review meetings with the contractor, architects, and internal teams.Provide technical inputs to procurement regarding material specifications and vendor compliance.Safety & Risk ManagementEnsure adherence to safety protocols at construction sites.Identify structural or design risks early and advise mitigation steps.Handover & DocumentationSupport in final site inspection, snag list preparation, and verification of defect rectification.Ensure all technical drawings, completion certificates, and manuals are properly documented.EDUCATION AND EXPERIENCEB.E/B.Tech in Civil Engineering (Master’s preferred). Certification in AutoCAD, STAAD Pro, or PMP is desirable.10–15 years of experience in building construction, compliance, and project oversight.Strong knowledge of Govt. of India building norms, fire safety, accessibility, and environmental regulations.Experience in BOQ validation, contractor billing, quality audits, and technical reporting.Prior consultancy or NGO project exposure preferred.The candidate must be willing to travel extensively on short noticeCOMPENSATION & EMPLOYMENT Plan is an equal opportunity employer and qualified women candidates are encouraged to apply.
