About The BusinessTata Electronics Private Limited (TEPL) is a greenfield venture of the Tata Group with expertise in manufacturing precision components.Tata Electronics (a wholly owned subsidiary of Tata Sons Pvt. Ltd.) is building India’s first AI-enabled state-of-the-art Semiconductor Foundry. This facility will produce chips for applications such as power management IC, display drivers, microcontrollers (MCU) and high-performance computing logic, addressing the growing demand in markets such as automotive, computing and data storage, wireless communications and artificial intelligence.Tata Electronics is a subsidiary of the Tata group. The Tata Group operates in more than 100 countries across six continents, with the mission 'To improve the quality of life of the communities we serve globally, through long term stakeholder value creation based on leadership with Trust.’Role in a nutshellLead the end-to-end procurement and supply chain strategy, execution, and governance for CSA (Civil, Structural & Architectural), MEP (Mechanical, Electrical & Processes) and other Special Utilities and Social infrastructure scope of a large scale commercial greenfield semiconductor assembly test facility. Ensure on-time, on-budget delivery of critical trade packages, long-lead engineered equipment, and high-purity utility systems to achieve safe, compliant, and predictable construction and tool-install milestones.ResponsibilitiesStrategic Leadership:- Define and execute supply chain strategy for establishing greenfield semiconductor fab construction projects, brownfield expansion, and sustaining facilities management (FM) operations. - Drive category strategies for Civil, Structural, Architectural (CSA) and Mechanical. Electrical, processes (MEP), Special Utilities, Social Infrastructure project execution models - EPC vs EPCM vs multi‑prime, and contracting models (LSTK, SITC, unit‑rates, target price/price agreement, framework agreements). - Align construction and facility supply chain execution with corporate capacity expansion plans, technology roadmaps, node transitions, and ramp-up schedules. - Work with logistics, legal and finance teams to establish tax & trade architecture (MOOWR, DTA, GST, LUT for zero‑rated supplies, Project Imports, FTWZ flows) and INCOTERMS® strategy as per prevailing local, domestic and international regulations. - Advise senior leadership for critical decision making based on fact-backed, risk-adjusted recommendations on cost, schedule, and vendor strategy.Procurement, Contracting & Supplier Ecosystem- Establish executive partnerships with EPCs, GC/CMs, OEMs, FM service providers, and tier-1& 2 suppliers across the globe. - Run RFI/RFQ/RFP and TCO evaluations (capex + energy + spares + service uptime). - Lead commercial strategy and negotiations for capital packages, sustaining contracts, and specialized infrastructure/services. Negotiate price, schedule, payment terms, LDs, liability caps, performance guarantees, termination rights, Factory/Site acceptance tests (FAT/SAT), documentation, warranties, spares, and after‑sales Service Level Agreements. - Lead commercial negotiations covering pricing, payment terms, LDs, liability caps, warranties, latent defects, and termination rights - Build scalable supplier ecosystems that support parallel builds + sustaining operations with clear segmentation and governance. - Prequalify India and global suppliersCost, Risk & Governance- Own capex budgets, should‑cost estimate, buy-out plans as per various levels of design maturity. - Maintain risk registers covering single‑source, buy out based on early design, geo‑political/shipping risks, and regulatory approval lead times; define multi‑sourcing/slot and capacity‑reservation strategies. Drive single-source risk mitigation, alternate vendor development, and localization strategies. - Run tender governance, change‑order/claims management, audits, and ethics & trade-compliance. - Establish governance and executive KPIs for the site-programs (critical path adherence, cost/savings, supplier performance, quality, EHS/ESG compliance). - Ensure supplier compliance with safety, quality, ESG, export control, and regional regulations. - Implement flow‑downs to subs/OEMs; leverage domestic and international standards; enforce export control & sanctions compliance. - Ensure compliance with procurement governance, internal delegation of authority (DoA), funding covenants, and audit requirementsProcurement & Supplier Management:- Develop and manage strategic partnerships with construction contractors, engineering firms, and material suppliers. - Negotiate contracts for construction services, raw materials, and specialized infrastructure equipment. - Ensure supplier compliance with safety, sustainability, and regulatory standards.Project & Logistics Management:- Oversee planning, sourcing, and delivery of construction materials and facility equipment across multiple geographies. - Manage timely delivery of the fab construction material and equipment by closely working with logistics, warehousing, and distribution partners to support large-scale fab construction timelines. - Implement risk management frameworks to mitigate supply disruptions and project delays.Schedule Assurance & Expediting:- Tie Long lead Items and packages procurement matrix to Level‑3/4 schedules; institute expediting cadences & supplier recovery plans. - Prioritize buy-out and deliveries of materials and equipment as per project critical paths to ensure no impact on the project schedule due to supply chain matters. - Create early‑warning triggers: design freeze slips, factory capacity risks, import clearance delays, site readiness blockers.Innovation & Transformation:- Drive organizational effectiveness through standardization, implementing robust business process, digitalization and adoption of advance technology and methodologies in construction supply chain (Cloud based procurement solution, digital twins, predictive analytics, BIM integration). - Champion sustainability initiatives and green construction practices.Leadership & Collaboration:- Lead cross-functional teams across procurement, engineering, project/program management, and logistics. - Collaborate with design, construction, operations, and finance teams to ensure seamless execution of fab construction projects. - Coordinate with Program/Project Controls, Design, Construction, Tool Owners, Fab start-up, Facilities Ops, AMHS/ MES/IT, Finance, Legal, EHS, and government affairs teams. - Co-ordinate with GCs, A/E, PMCs etc for design maturity for procurement, interface milestones, and commissioning handover.Facility Management Material Sourcing (Sustaining Operations)- Own sourcing strategy and supplier performance for FM and sustaining materials, ensuring plant reliability and compliance, including: Spares and consumables for HVAC, electrical, pumps, valves, controls - Filter media, cleanroom garments/consumables (as applicable), chemical handling accessories - Critical spares for UPW, wastewater, bulk gas distribution - Fire protection parts, safety systems spares, others - Establish framework agreements, consignment models, and service-level commitments to guarantee uptime and response time. - Optimize total cost of ownership through demand planning, inventory strategy, obsolescence management, and supplier rationalization—without increasing operational risk.Developing a world class construction supply chain team- Build a high-performance construction supply chain management team with an ability execute greenfield and brownfield fab projects. - Develop a hiring, training, coaching/mentoring and retaining strategy to build organization capacity and capability - Develop a continuously learning and developing culture to build talent pipeline for near, mid- and long-term requirements - Ensure succession and career planning for each team members. - Ensure learning and development opportunities for teams. - Encourage diversity and inclusion as per corporate values and guidelines.Essential Experience- 20+ years of progressive experience in supply chain management, with at least 7 years in leadership roles. - Proven track record in semiconductor fab construction or large-scale industrial construction projects. - Expertise in global procurement, supplier negotiations, and construction project supply chain management. - Experience in implementing supply chain technologies (ERP, e-Sourcing solutions, predictive analytics). - Demonstrated success in managing multi-entity, cross-border construction supply chain operations.Qualifications- Bachelor's in engineering, Construction Management, Supply Chain, or related field. - Master’s degree (MBA or equivalent) preferred. - Strong knowledge of semiconductor fab construction/datacenter/technology project and sound knowledge of global trade regulations, and compliance standards is required - Exceptional leadership, communication, and stakeholder management skills. - Ability to drive transformation initiatives and deliver measurable business impact.Requirements added by the job poster- Bachelor's Degree - 20+ years of work experience with Engineering, Procurement and Construction (EPC) - 20+ years of work experience with OSAT - 20+ years of work experience with Direct Sourcing
