Our client is seeking aTechno-Commercial professionalin an infrastructure development company who serve as a key link between technical, operations and business functions, focusing on maximizing profitability and efficiency while ensuring project success. This role requires a strong blend of engineering expertise, financial acumen and strategic thinking.Reports To:Vice President– Business Development Location:Riyadh, Saudi ArabiaJob Summary The Commercial Manager, based inRiyadh, Saudi Arabiais responsible for integrating technical expertise with commercial strategies to drive business growth and operational excellence across the company's infrastructure projects. This role involves managing the full project lifecycle from bid preparation and contract negotiation to project execution support and financial monitoring, ensuring alignment with organizational goals and market demands.Key Responsibilities Tender and Bid Management:Study tender documents, prepare detailed techno- commercial proposals, including Bills of Quantities (BoQ) and manage all documentation for submission.Cost Estimation Budgeting:Conduct detailed rate analyses based on project specifications, material costs and market conditions to prepare accurate cost estimates, budgets and financial models for project viability analysis.Contract Negotiation and Vendor Management:Lead negotiations with clients, contractors and vendors to finalize contracts and secure favorable terms. Evaluate supplier technical capabilities and manage procurement processes to ensure cost- effectiveness and quality.Project Coordination Support:Coordinate between design, procurement, and execution teams to ensure seamless project delivery. Provide technical support during project execution and resolve concerns that arise.Risk Management and Compliance:Identify potential technical and financial risks associated with projects and implement mitigation strategies. Ensure all projects comply with industry standards, safety regulations and legal requirements.Market Analysis and Strategy:Analyze market trends and competitor activities to identify new business opportunities and refine sales and commercial strategies.Stakeholder Communication:Act as a primary liaison between technical teams, clients and senior management, effectively communicating progress, risks, and solutions to all stakeholders.Qualifications and Skills Education:Bachelor’s degree in civil engineering or a related field. An MBA in Finance or Operations is a plus. Experience:Minimum of 8-10 years of experience in a techno-commercial role within the construction or infrastructure sector. Technical Skills:Deep understanding of construction methods, engineering designs, and technical specifications. Proficiency with project management software (e.g., MS Project, Primavera P6) and design software(e.g., AutoCAD) is essential. Commercial Acumen:Strong expertise in cost management, financial modeling and contract management (familiarity with FIDIC standards is an asset). Exceptional negotiation, communication and presentation skills. Strong analytical and problem-solving abilities. Proven leadership and team collaboration skills. Adaptability to handle dynamic project environments.
