Balasaheb Thackeray Agribusiness & Rural Transformation Project, SMART where Palladium as Technical Support Agency (TSA) is implementing Value Chain Development Sub-projects of SMART with an objective ‘to support the development of inclusive and competitive agriculture value chains, focusing on smallholder farmers and Agri-entrepreneurs in Maharashtra’Job Summary: Access to Finance Advisor will oversee the successful implementation of financial linkage of CBOs under the project. This role includes promoting agribusiness, economic and financial analysis of agribusiness projects, supervising, coordinating, and ensuring the efficient execution of project. Access to Finance Advisor will work closely with stakeholders, farmers, and other project team members to ensure that objectives are met on time and within budget.This role is a client facing role as well as backend support role and the selected candidate shall be expected to work closely with the client, internal Palladium teams as well as experts onboarded from time to time. The candidate shall be allotted work related to this project or any other project activity in Palladium. The candidate is expected to assist Palladium in driving the project ensuring preparation of quality deliverables as well as assist in day-to-day operations.Key Roles & Responsibilities: Act as catalyst between financial institutes (FIs) and CBOs and other beneficiaries; identifying FIs, tie-up with FIs; convergence of schemes like Agri-Infra Fund (AIF); financial management of agri-businesses to generate expected cash flow and make the venture profitable. To undertake convergence with Financial Intermediary Loan (FIL) of MagNet project being implemented by GoM for working capital to CBOs. Update CBOs on various aspects like CIBIL score, mortgage, etc. related requirements for bank loan sanction. Obtaining 200 necessary term loan-sanctions as per requirement of CBOs from FIs/Banks. Ensure that those CBOs who have not applied for loan, applications of such CBOs need to be submitted to the various financial institutions. Undertake dialogue alongwith RIU/DIU officials & CBOs with banks for sanctioning of 200 bankable loan proposals as per the terms & conditions of respective banks. Payment to TSA will be made on basis of submission of proposals with continuous follow-up with concerns for getting loan sanctioned within the time limit given by the respective banks. Facilitate Access to Finance for 200 CBOs Facilitate Development of Agri-commodity value chain sub-projects of CBOs and their management in terms of Finance (financial feasibility & access to finance). Develop various reports and concept notes related to agribusiness as and when required Support Project in monitoring of project deliverables, outcomes, and milestones. Facilitate in conducting periodic review of schemes, budgetary outlays, expenditure patterns etc. for all programs/ schemes in Agriculture & allied sector Facilitate communication, coordination, and information sharing to enable effective project implementation Attend regular meetings with project staff to ensure smooth communication and problem-solving. Assist in maintaining records and other documentation required for audit and progress reporting purposes.
