Position: HSE Officer Department: Upstream (Oil & Gas) Location: Rajahmundry Reports To: HSE Manager/President/CEO 1. Role Purpose The HSE Officer is responsible for ensuring safe, compliant, and environmentally responsible operations at offshore exploration and drilling locations. The role ensures implementation of HSE management systems, risk controls, regulatory compliance, and drives a strong safety culture through proactive engagement with crews and contractors. 2. Key Responsibilities A. Safety Compliance & Monitoring - Ensure compliance with offshore HSE regulations (e.g., OISD, OMR, DGH guidelines, ISO 45001/14001). - Conduct regular site inspections, safety audits, PTW (Permit to Work) verification, and toolbox meetings. - Monitor high risk operations such as hot work, lifting, confined space entry, work at height, pressure testing, and SIMOPS. - Ensure availability, maintenance, and correct use of PPE and safety equipment. B. Risk Identification & Control - Facilitate Job Safety Analysis (JSA), risk assessments, HAZID sessions, and task hazard reviews. - Identify unsafe acts/conditions and implement corrective measures. - Track and monitor critical safety systems-Fire & Gas detection, ESD systems, lifesaving appliances, escape routes, etc. C. Incident Management - Lead incident/near miss reporting and conduct preliminary and detailed investigations. - Perform root cause analysis (RCA) and recommend corrective & preventive actions (CAPA). - Maintain incident logs and regulatory documentation. D. Emergency Response & Preparedness - Coordinate and participate in offshore emergency response drills (fire, H2S, man overboard, abandon ship). - Support OIM in emergency response planning and execution. - Ensure all personnel are trained and familiar with muster stations, evacuation procedures, and emergency equipment. E. Training & Safety Culture - Conduct HSE induction for all personnel and contractors. - Facilitate safety awareness programs and weekly safety meetings. - F. Environmental Compliance - Monitor waste management, emissions, and environmental protection measures. - Ensure adherence to MARPOL and offshore environmental guidelines. G. Reporting & Documentation - Maintain HSE logs, inspection records, and safety reports. - Prepare daily/weekly/monthly HSE performance reports. 3. Qualifications & Experience - Bachelor's degree in Engineering or Science OR Diploma with relevant HSE experience. - NEBOSH IGC (mandatory). - Offshore certifications: BOSIET / HUET / FOET / H2S Awareness (mandatory). - 3-7 years of offshore oil & gas drilling/exploration HSE experience. - Knowledge of PTW system, emergency response, and offshore HSE standards. 4. Key Skills - Strong HSE technical knowledge. - Excellent communication and leadership skills. - Ability to drive safety culture onboard. - Analytical skills for risk assessment and RCA. - Physically fit to work offshore on rotation. 5.
