Job Description

Role Summary:The Contracts and Quantity Survey Manager (QS) is responsible for managing all contractual, commercial, and quantity surveying aspects of projects, ensuring cost control, contractual compliance, risk mitigation, and timely financial reporting throughout the project lifecycle.Key Responsibilities:1. Contracts ManagementPrepare, review, and administer contracts, subcontracts, LOIs, and amendments.Ensure contracts are aligned with project scope, specifications, and commercial objectives.Manage contractual correspondence, notices, claims, variations, and disputes.Interpret contract conditions (FIDIC / Standard Forms / Client‑specific contracts).Support dispute resolution, arbitration, or settlement negotiations when required.2. Quantity Surveying & Cost ControlPrepare detailed BOQs, cost estimates, and budgets.Monitor project costs against approved budgets and cash flow forecasts.Certify contractor and subcontractor running bills and final accounts.Evaluate variations, extra items, and claims with proper justification.Track cost overruns and implement corrective measures proactively.3. Procurement & Subcontract ManagementAssist in vendor and subcontractor prequalification.Prepare tender documents, commercial comparisons, and recommendation reports.Negotiate commercial terms with subcontractors and suppliers.Administer subcontract agreements and monitor subcontractor performance.4. Billing, Payments & Financial ReportingReview and certify RA bills, milestone payments, and final bills.Ensure timely submission and approval of client invoices.Monitor receivables, retention money, and payment recoveries.Prepare monthly cost reports, CVRs, and commercial dashboards for management.5. Claims & Change ManagementIdentify potential claims and contractual risks at early stages.Prepare, evaluate, and negotiate claims and counterclaims.Maintain proper documentation for time and cost impact analysis.Manage extension of time (EOT) submissions and approvals.6. Coordination & Stakeholder ManagementCoordinate with project teams, consultants, clients, and finance departments.Provide commercial guidance to project managers and site teams.Participate in project review meetings and management presentations.Ensure compliance with company policies and audit requirements.7. Risk & ComplianceIdentify commercial and contractual risks and recommend mitigation strategies.Ensure statutory, contractual, and internal compliance.Support internal and external audits related to contracts and commercial matters.Key Competencies:Strong knowledge of construction contracts and commercial practices. Expertise in BOQs, rate analysis, budgeting, and cost management. Excellent negotiation, communication, and analytical skills. Proficiency in MS Excel, ERP systems, and project management tools. Ability to manage multiple stakeholders.Education Qualification:Bachelor’s Degree in Quantity Surveying, Civil Engineering, Construction Management, or related discipline.Experience:Minimum 10–15 years of relevant experience in Contracts and Quantity surveying. Proven experience managing large‑scale construction / infrastructure / Commercial / Academic / Residential Building experience preferred. Strong exposure to contract administration, cost control, and claims management.
