Role Overview The Project Manager will lead and supervise all engineering, technical, and administrative functions for the Water Supply Pipeline Project under the PMC framework. The role involves managing planning, execution, billing, documentation, and note-file processing in alignment with the TNUFICEL , Municipal Corporation , and Tamil Nadu Government procedural frameworks. The ideal candidate should possess proven technical expertise in urban water supply / pipeline projects , along with strong coordination, documentation, and stakeholder management skills. 2. Key Responsibilities A. Project Planning and Supervision Lead overall planning, scheduling, and execution of transmission and distribution pipeline works (DI, HDPE, MS). Oversee related civil, mechanical, and electrical components — pump houses, OHTs, valve chambers, and control systems. Ensure that construction conforms to approved DPR, drawings, and TNUFICEL technical guidelines. Coordinate between contractors, consultants, and client departments for smooth workflow and approvals. B. Monitoring and Progress Control Prepare and track detailed work schedules using MS Project / Primavera. Conduct regular site inspections and record progress against approved milestones. Prepare daily, weekly, and monthly progress reports for submission to TNUFICEL / Corporation. Identify risks, propose corrective measures, and ensure compliance with timelines and budgets. C. Billing, Documentation, and Note File Preparation Verify and certify contractor measurements and quantities. Prepare and process running account (RA) bills , final bills , and variations as per Government formats. Draft and compile Note Files , justifications, and enclosures for submission to TNUFICEL , Municipal Corporation , and Tamil Nadu Government departments for administrative and financial sanction. Maintain complete documentation for estimates, technical sanctions, deviations, and approvals. Liaise with accounts and audit teams for bill clarifications and ensure timely disbursement. Keep track of project expenditure and prepare utilization certificates and payment summaries. D. Quality Control and Technical Assurance Ensure adherence to BIS/CPHEEO standards, tender specifications, and TN PWD SoR norms. Oversee testing and commissioning of pipelines, including hydrostatic and pressure tests. Maintain site registers, inspection reports, and material quality records. E. Stakeholder Coordination Coordinate with TNUFICEL , TWAD , Municipal Engineers , and other line departments (PWD, RD & LSGD). Conduct coordination and review meetings with client representatives and contractors. Ensure compliance with environmental and social safeguard frameworks under KfW/TNUFICEL norms. Represent the PMC in audits, review missions, and technical review committees. F. Contract, Financial, and Administrative Control Interpret and enforce contractual conditions and performance requirements. Evaluate claims, extension of time (EoT), and rate analyses as per contract. Support the client in tender evaluation, BoQ review, and procurement. Maintain strict cost control and ensure project delivery within approved budgets. 3. Qualifications and Experience Essential: Qualification: B.E. / B.Tech in Civil Engineering (M.E. / M.Tech preferred). Experience: Minimum 10–15 years in Water Supply / Urban Infrastructure Projects , with at least 5 years in a Project Management Consultancy (PMC) or Government execution role . Proven record in pipeline execution, billing, estimation, and note-file preparation as per Tamil Nadu Government norms. Desirable: Experience in TNUFICEL / TNUIFSL / AMRUT / Smart City / KfW-funded projects . Familiarity with Tamil Nadu Government administrative and financial procedures , especially Note File preparation, Technical Sanctioning, and Audit compliance . Working knowledge of MS Project / AutoCAD / ERP-based billing systems. PMP or Construction Management certification preferred. 4. Retired Government Officials – Eligibility Retired Engineers from Municipality / TWAD / Rural Development / PWD / Urban Local Bodies with hands-on experience in Water Supply, Sewerage, or Infrastructure projects are strongly encouraged to apply . Preference will be given to officials retired from the ranks of: Assistant Executive Engineer (AEE) Executive Engineer (EE) Superintending Engineer (SE) Engagement will be on a contractual / consultancy basis as per project requirements and remuneration guidelines. Retired officials should possess strong documentation and note-file experience relevant to Tamil Nadu Government systems. 5. Skills and Competencies Strong project planning and team leadership ability. Excellent communication and stakeholder management skills. Proficiency in billing, estimates, note-file writing, and Government correspondence. Problem-solving mindset with analytical and financial acumen. Ability to mentor junior engineers and coordinate multi-agency teams. 6. Remuneration As per industry standards or based on the last drawn pay plus allowances / consultancy rate for retired officials, as applicable. 7. Place of Work Vellore , Tamil Nadu – site-based with regular coordination meetings at TNUFICEL / Corporation offices.
